Saule Omarova, Biden's comptroller nominee, is no secret communist
The Cold War ended 30 years ago, but you’d be hard-pressed to know that watching Saule Omarova’s confirmation hearing Thursday. One after another, Republicans on the Senate Banking Committee hinted darkly at the idea that Omarova — who was born in the Soviet Union — is a not-so-secret communist devoted to destroying American capitalism.
The truth is that Omarova, President Joe Biden’s nominee to be comptroller of the currency, has no interest in reviving the USSR. And what’s truly ridiculous about the attacks on her is that in another era, Omarova’s biography not only wouldn’t have been a hindrance — it likely would have been seen as an asset by anti-communist Republicans.
If confirmed, Omarova would be the top regulator of the biggest banks in the country and their combined $14.9 trillion in assets.
The gig she’s up for combines a low profile with high stakes. The Office of the Comptroller of the Currency, which sits independently inside the Treasury Department, “charters, regulates, and supervises all national banks and federal savings associations as well as federal branches and agencies of foreign banks.” If she is confirmed, Omarova would be the top regulator of the biggest banks in the country and their combined $14.9 trillion in assets.
That oversight capability is why Republicans and the banking lobby have spent the last two months trashing Omarova. Sen. Pat Toomey, R-Pa., opened the salvo last month in a floor speech that claimed she’s a “more radical choice for any regulatory spot in our federal government” than any he’d ever seen.
Toomey, as the ranking member of the Banking Committee, also sent Omarova a letter demanding “a copy of the original Russian-language thesis” from her undergraduate studies at Moscow State University. (She doesn’t have it, she recently told New York Magazine.) Sen. John Thune, R-S.D., also made sure to emphasize her past as a “Lenin scholarship recipient” when talking to Fox News in late October. Sen. Ted Cruz, R-Texas, on Sunday labeled her “a radical” who “literally trained in the Soviet Union.”
Things only got worse during Thursday’s hearing. Sen. John Kennedy, R-La., pressed Omarova about whether she was a member of a group called The Young Communists. Yes, she answered — because every schoolchild was made to join. “Have you resigned from that group?” Kennedy followed up. Omarova explained that it’s something you age out of, not something you’d send a letter to resign from — but Kennedy asked her to search her records for a letter anyway.
While Kennedy and others insinuate that she’s the reincarnation of Vladimir Lenin himself, Omarova’s life story is one that would have made for ideal anti-Soviet propaganda. “My grandmother was orphaned because Stalin sent her entire family to Siberia and they died there,” she told The Financial Times. “Her family was destroyed because they were educated Kazakhs who didn’t join the party.”
And that paper that Toomey requested? “I was in the Soviet Union, where there was no academic freedom, and this was a mandatory assigned topic,” she explained. “What I wrote in that paper has nothing to do with what I believed in then or in what I believe in now.” Indeed, rather than being indoctrinated in Marxist-Leninist thought while at college, Omarova added, she instead became radicalized against totalitarianism:
“I was really lucky to get to Moscow State University. ... I was 18, and within a year I became an anti-communist like most of my classmates. We were reading stuff that was prohibited. We were listening to Pink Floyd, which was illegal, we were talking about Solzhenitsyn,” the author and Soviet dissident.
When she began her Ph.D. program, she chose to study American democratic theory. And when the Soviet Union collapsed while she was on exchange at the University of Wisconsin, she opted to stay in the U.S., she told MSNBC’s Chris Hayes last year.
“She really impressed us, taking a full load of graduate courses. She came first of all to study democratic political theory, so the idea that she’s a Leninist is absurd,” Omarova’s dissertation director at Wisconsin told New York Magazine as part of its excellent profile of her.
Omarova went on to study law at Northwestern University before working in the financial sector and President George W. Bush’s Treasury Department. From there, she became an academic writing about the banking industry in the aftermath of the 2008 financial crisis, centering her research on how to improve banking laws and prevent another collapse.
Omarova sounds like a dream cobbled together in a Reaganite fantasy: Descended from dissidents, she admired America from afar, and rather than embrace communism, she chose to fight to improve the stability of the U.S.’s capitalist systems. What’s not to love for a red-hating Republican?
Well, it turns out a lot — if you’re indebted to the big banks. Instead of accepting her rejection of Soviet thinking, opponents are using her past to dismiss and demonize her research. That especially includes a paper Omarova wrote last year and had published in the Vanderbilt Law Review last month.
Omarova sounds like a dream cobbled together in a Reaganite fantasy.
“The People’s Ledger: How to Democratize Money and Finance the Economy” is a 71-page academic study on how to separate big banks’ lending features from their role as safekeepers of Americans’ savings through setting up universal bank accounts at the Federal Reserve to replace private bank deposits. It’s a bold plan, one that is “deliberately ambitious in scope and substance” and “defines the frontier of reform possibilities.” Which, as she told the senators Thursday, was her job as an academic — to come up with the biggest-swing policy ideas and leave them to Congress to enact or reject.
Rather than engage with the ideas in the paper — which she’d have no power to enact as comptroller — the right has instead chosen to focus on a single line plucked out of context: “By separating their lending function from their monetary function, the proposed reform will effectively ‘end banking,’ as we know it.” That phrase is a play on another author’s book title, which Omarova makes clear in the footnote. But it doesn’t matter. Her Republican opponents have the talking point they want.
Omarova can expect zero GOP support for her nomination moving out of committee, and she wouldn’t have gotten any even if she hadn’t been born in the Soviet Union. I even have some respect for Sen. Thom Tillis, R-N.C., who said he opposes her policies but not her origin story: “I don’t have any concern with where she came from: You can’t pick where you were born, and you picked the greatest nation on Earth to become a citizen.”
The biggest question is whether she can count on the support of moderate Democrats Jon Tester of Montana and Joe Manchin of West Virginia, who’ve been noncommittal. My hope is that they end up greenlighting her for the role. Someone needs to be able to both rein in the lawless frontier that is the cryptocurrency market and prevent the major banks from preying on their depositors. Omarova, who chose capitalism over communism and the American public over the big banks, seems primed to do both.

- Frontier Bank of Texas The Beginning: Five area leaders, Senator Ken Armbrister, Joseph J. Beal, Dr. Charles Graham, Steve Rivers, and Senator Kirk Watson, saw the need for a local, independent bank in Bastrop County. The City of Elgin, Texas, was chosen as the headquarters of the Bank. Each of the five Founders secured other local leaders to assist in the organization of the Bank. The Founders were very successful in their work, and the following Organizers were added to the group: Ernest F. Bogart, John Burke, William H. Caudill, Ralph and Susan Caulo, Melissa Cole, Beverly Daughtry, H. C. Ducharme, Benton Eskew, Jimmy and Cynthia Ferguson, Wayne Frank, Curtis Fuelberg, David R. Glass, Gayle Graham, Bill McLellan, Gary and Rebecca Meyer, Gregg and Denise Meyer, Roger and Suzanne Mogonye, Melvin Poldrack, Terry and Martha Poldrack, Rebecca Rivers, Bruce Schanhals, Tom and Nancy Scott, and Keith Snowden. The Plan: Each Organizer identified persons potentially interested in purchasing stock in an independent community bank. The group's plan was to place emphasis on offering local residents ownership in the institution. The Management Team: The Bank is proud to say that our senior management team has a combined total of 165 years of banking experience in Bastrop county! Our team is composed of: The Result: A public offering of stock was held, and the Bank was capitalized. Many local Shareholders were secured through the stock offering who, in turn, support the Bank's growth with their business. The doors were opened for business on June 11, 2007. The Future: After the main office is well-established in Elgin, Branches are planned for the cities of Bastrop and Manor, Texas. Our Mission Statement: Frontier will efficiently operate a sound, locally-based community bank offering consistently superb customer service and community leadership, while increasing the value of its stockholders' investment.

Hell or High Water (film)
2016 film
Hell or High Water is a 2016 American neo-Westerncrime film directed frontier bank of texas David Mackenzie and written by Taylor Sheridan. The film premiered at the Un Certain Regard section of the 2016 Cannes Film Festival on May 16, 2016, and was theatrically released in the United States on August 12, 2016, to critical acclaim, particularly for Pine, Foster and Bridges' performances, Sheridan's screenplay, and the editing. Plot[edit]
In West Texas, brothers Toby and Tanner Howard rob two branches of the Texas Midlands Bank. Though the robberies are well-planned, Tanner's wild nature leads him to take unnecessary risks, frustrating Toby. Back at their family ranch, they bury their getaway car in a pit with a backhoe. Their mother has died after a long illness, leaving their ranch in debt because of a reverse mortgage provided by the Texas Midlands Bank which would lead to foreclosure if not settled. Meanwhile, oil has been discovered on their land, and Toby is determined to ensure a comfortable life for his estranged sons.
Two Texas Rangers, Marcus Hamilton and Alberto Parker, are assigned to the case. Hamilton, who is close to retirement, investigates the robberies and quickly determines the brothers' methods and personalities. Meanwhile, Tanner robs another bank while Toby unknowingly waits at a nearby diner. They then take the stolen money to an Indian casino in Oklahoma to be laundered, where Toby has the casino convert their gambling winnings into a check made out to the Texas Midlands Bank. With untraceable funds and gambling as a cover for how they were acquired, the brothers head back to Texas.
Hamilton and Parker stake out another branch of the Texas Midlands Bank, but find nothing. Hamilton figures a pattern to the bank robberies and determines the frontier bank of texas target, and he and Parker head to the site of the next robbery. Pressed for time, the brothers proceed with the heist despite the bank being crowded. A shootout ensues when a security guard and an armed civilian fire at the brothers, causing Tanner to kill both of them. Later, Toby is shot as they are ambushed by a posse of armed townspeople outside the bank.
The brothers race out of town with the local posse in pursuit. After gaining some distance, Tanner stops and fires at the posse, forcing them to retreat. The brothers then split up; Toby takes the money using another vehicle, while Tanner creates a diversion. He draws the lawmen to a desert mountain ridge where he takes potshots at the police with a rifle, killing Parker in the process. Distraught, Hamilton uses a local resident’s knowledge of the area to circle behind Tanner and fatally shoot him.
Simultaneously, Toby manages to pass through a police checkpoint without incident, and launders the stolen cash at the casino, where he sees the news report of his brother's death. He takes the casino's check to the bank just in time to avoid the ranch's foreclosure and deeds the ranch into a family trust.
Following his retirement, Hamilton visits his former office and learns that Toby has been cleared as a suspect, as his record is clean and he has no motive since his new oil wells earn more in a month than the total stolen in all of the robberies together. The money from the ranch's oil wells is deposited at the Texas Midlands Bank, which refuses to co-operate with the investigation for fear of losing management of the family's trust fund.
Hamilton confronts Toby at the ranch, and wishes to know the reason behind the robberies. Toby explains that he has resolved to not let poverty affect his sons like it affected him and Tanner. Hamilton tells Toby he holds him responsible for the death of Parker, but they are interrupted when Toby's ex-wife and children arrive. As Hamilton departs, Toby suggests they meet again soon to "finish the conversation" and "bring you some peace". Hamilton replies that he would like to meet again and maybe he will "bring some peace" to Toby before leaving.[7]

On April 18, 2012, Deadline reported that Sidney Kimmel Entertainment had acquired the heist film Comancheria, scripted by Taylor Sheridan, which SKE would finance and produce with Peter Berg of Film 44.[8] It is the second installment of Sheridan's trilogy of "the modern-day American frontier".[9] At Cinemacon 2016 in Las Vegas, a standee was presented for the film, revealing that the title had been changed to Hell or High Water.[10] Berg was potentially attached to direct the film. Endgame Entertainment and Focus Features were also among the studios bidding for the project against SKE.[8] The script won the best Black List script in 2012.[11] On April 2, 2015, it was announced that Jeff Bridges was set to star, while Chris Pine and Ben Foster were also in talks to join, and David Mackenzie was set to direct the film.[12] On May 4, 2015, Pine and Foster were confirmed to play brothers in the film, who commit bank robberies to save their family's farm in West Texas, while Bridges would play a Texas Ranger set to catch the brothers.[13]CBS Films acquired the US rights to the film, which was produced by Sidney Kimmel of Sidney Kimmel Entertainment, Peter Berg of Film 44, Frontier bank of texas Hacken of SKE, and Julie Yorn of LBI, with Gigi Pritzker, Bill Lischak, Michael Nathanson, Rachel Shane, John Penotti, Bruce Toll and Braden Aftergood as executive producers.[14][13] Sidney Kimmel Entertainment developed the project with Film 44, and OddLot Entertainment co-produced and co-finance the film along with SKE.[15]
Filming[edit]
Although the film's plot takes place in West Texas, filming took place in Eastern New Mexico. Principal photography on the film began on May 26, 2015, in Clovis, New Mexico.[16][14] Filming also took place in other New Mexico communities such as Portales and Tucumcari.[17][18][19] Some rural scenes were filmed in the vast and sparsely populated ranch country of Quay and Guadalupe counties of New Mexico, including scenic shots of Alamogordo Valley south of Luciano Mesa. Filming wrapped on July 8, 2015.[20]
Release[edit]
The film premiered at the 69th Cannes Film Festival on May 16, 2016. It began a limited release on August 12, 2016, in the United States, followed by an expansion on August 19, and a wide release on August 26. The film opened in the UK and Ireland on September 9, 2016, and opened in New Zealand on October 21, 2016.

Hell or High Water grossed $27 million in the United States and Canada and $10.9 million in other territories for a worldwide total of $37.9 million, against a production budget of $12 million.[2]
In North America, the film grossed $621,329 from 32 theaters in its opening weekend, for a $19,417 per theater average.[21] The following weekend, the film expanded to 472 theaters, grossing $2.7 million (a per theater average of $5,709).[22] The film began its wide release at 909 theaters on August 26, and grossed $3.7 million over the weekend, finishing 12th at the box office.[23]
Critical response[edit]
Hell or High Water received universal acclaim, with many praising the film as revitalizing the western genre.[24] On Rotten Tomatoes, the film has an approval rating of 96% based on 284 reviews, with an average rating of 8.50/10. The website's critical consensus reads, "Hell or High Water offers a solidly crafted, well-acted Western heist thriller that eschews mindless gunplay in favor of confident pacing and full-bodied characters."[25] On Metacritic, the film has a score of 88 out of 100, based on reviews from 47 critics, indicating "universal acclaim".[26] Audiences polled by CinemaScore gave the film an average grade of "A–" on an A+ to F scale.[21]
Richard Roeper of the Chicago Sun Times gave the film four out of four stars, saying, "In ways large and small, Hell or High Water is a movie so beautiful and harsh and elegiac and knowing, the moment it was over was the moment I wanted to see it again."[27]IGN reviewer Samantha Ladwig gave the film a 9/10, saying "Hell or High Water surprises with its complex narrative, stuns with its cinematography, and makes up for this summer's shortcomings."[28] Tom Stempel of Creative Screenwriting praised Hell or High Water as "a fresh, smart, bank robbery-character study and one of the best screenplays so far this year."[29]

- Frontier Bank of Texas The Beginning: Five area leaders, Senator Ken Armbrister, Joseph J. Beal, Dr. Charles Graham, Steve Rivers, and Senator Kirk Watson, saw the need for a local, independent bank in Bastrop County. The City of Elgin, Texas, was chosen as the headquarters of the Bank. Each frontier bank of texas the five Founders secured other local leaders to assist in the organization of the Bank. The Founders were very successful in their work, and the following Organizers were added to the group: Ernest F. Bogart, John Burke, William H. Caudill, Ralph and Susan Caulo, Melissa Cole, Beverly Daughtry, H. C. Ducharme, Benton Eskew, Jimmy and Cynthia Ferguson, Wayne Frank, Curtis Fuelberg, David R. Glass, Gayle Graham, Bill McLellan, Gary and Rebecca Meyer, Gregg and Denise Meyer, Roger and Suzanne Mogonye, Melvin Poldrack, Terry and Martha Poldrack, Rebecca Rivers, Bruce Schanhals, Tom and Nancy Scott, and Keith Snowden. The Plan: Each Organizer identified persons potentially interested in purchasing stock in an independent community bank. The group's plan was to place emphasis on offering local residents ownership in the institution. The Management Team: The Bank is proud to say that our senior management team has a combined total of 165 years of banking experience in Bastrop county! Our team is composed of: The Result: A public offering of stock was held, and the Bank was capitalized. Many local Shareholders were secured through the stock frontier bank of texas who, in turn, support the Bank's growth with their business. The doors were opened for business on June 11, 2007. The Future: After the main office is well-established in Elgin, Branches are planned for the cities of Bastrop and Manor, Texas.
