JPMorgan Jp morgan chase sba loans secures $15 billion for second round of PPP funding
JPMorgan Chase said Friday it has secured roughly $15 billion in the second round of Paycheck Protection Program funding, with about $8.4 billion of that going to small businesses in the Tri-State Area.
The nation’s biggest lender started notifying clients in the wee hours of the morning that their emergency funding from the Small Business Administration had been approved overnight, helping desperate employers meet payroll as the COVID-19 pandemic takes an unprecedented toll on the local economy.
As The Post reported on Thursday, many local businesspeople were anxious to hear the news after losing out on round-one funding while a number of public companies received millions and seeing news reports that smaller banks were getting preferential treatment in the program.
“They finally let the big banks’ apps get processed, I guess,” a relieved Chaim Homnick told The Post after learning that he will get some relief to keep things going at his two businesses in the Five Towns on Long Island.
Comparing how Chase fared in round-one versus round-two offers some eye-popping contrasts.
The $2.6 trillion megabank only managed to get 27,000 PPP loans through the first round, totaling about $14 billion at an average loan size of roughly $500,000.
While the bank got only $1 billion more in round two, it serviced about seven times as many clients. New York alone almost doubled the number of clients that Chase got loans for nationwide in the first round.
Sources close to the megabank indicated that a clearer understanding of the process and better guidance from the SBA were key to getting the money where it was needed most.
But for local business owners, just getting the money is what mattered most.
“Finally!” said one attorney in private practice who got his good news in the middle of the night. “The amount? Definitely NOT in the millions.”

What Is an SBA Loan?
The SBA makes private lenders’ loans more affordable and attractive by guaranteeing a significant portion of the loan amount. Because the SBA’s guaranty substantially reduces the lenders’ risk of default, they are willing to make SBA loans with lower interest rates and fees, longer terms, more flexible qualification requirements, and/or lower down payment requirements.
SBA loans come in various flavors, but by far the most prominent is the basic 7(a) loan. It can be used as working capital; to acquire land; to purchase, construct, renovate, or expand buildings; to purchase supplies, inventory, or fixed assets; and even to start or purchase a new business.
Among the other common SBA offerings are smaller loans called microloans, and larger loans with longer terms called 504 loans, which are often targeted for investment in fixed assets and real estate.
What Is an SBA Preferred Lender?
To offer SBA loans, a financial institution or organization must become certified as an approved SBA lender. But there is another tier of lender status within the SBA program, and it has a big impact on the borrower.
Some institutions are elevated to the Preferred Lender Program (PLP). These lenders have a successful track record of processing and servicing a large number of SBA loans and have demonstrated their solid understanding of effective SBA loan underwriting. Consequently, they are granted the status of Preferred Lenders, which allows them to do their own loan approvals in-house and get a streamlined approval from the SBA to finalize the loan.
Who Should Get an SBA Loan?
Businesses that meet eligibility requirements that need funding should apply for an SBA loan. Eligible businesses must be incorporated as a for-profit enterprise, do business (or plan to do business) in the U.S. or its territories, demonstrate that there is reasonable owner equity jp morgan chase sba loans invest in the business, and show that other funding sources have been used or attempted before seeking SBA funding.
On the flip side, some business owners should not waste their time even exploring SBA loan options. If you have bad credit, have defaulted on a government loan in the past (including a government-backed student loan), or have a criminal record, you are highly unlikely to be approved for an SBA loan of any type. Additionally, some business types are ineligible, such as those involved in gambling, illegal activities, and pyramid schemes, as well as real estate investment firms, religious organizations, and nonprofits.
How We Chose the Best SBA Lenders
We began our research by looking at the past year’s most active SBA 7(a) lenders, filtering the list to about the top three dozen by both largest amount loaned and highest number of SBA loans processed.
In contrast, standard SBA lenders must send their applications to the SBA for underwriting and approval taking as much as a month to review. Since most business owners are anxious to have their loans approved and funded as quickly as possible, choosing a Preferred Lender will deliver the fastest turnaround.
We then filtered by Preferred Lender status, so as to avoid leading readers to any SBA lenders whose process would require an extra month in the timeline for SBA loan approval.
Next, we researched the geographic range of the remaining lenders, opting for those providing nationwide loans or, alternatively, covering as many states as possible. Some analysis was then conducted to compare program features, loan limits, number of available financing choices, the steps involved, and (via the SBA’s annual lender activity report) what the average interest rates were from the lenders last year.

JPMorgan Chase is looking into instances of its customers misusing loans received earlier this year through the federal government's Paycheck Protection Program — as well as the role the bank's own employees may have played.

"We are doing all we can to identify those instances, and cooperate with law enforcement where appropriate," the note read.
JPMorgan Chase declined a request for further comment.
Bloomberg first reported the memo on Tuesday.
The note touted some of the good that the firm's customers have done with their PPP loans, but said that "unfortunately, we've also seen conduct that does not live up to our business and ethical principles — and may even be illegal."
"This includes instances of customers misusing Paycheck Protection Program loans, unemployment benefits and other government programs. Some employees have fallen short, too," the memo added.
The memo did not specify in greater detail what employees may have done that has drawn the firm's scrutiny, or add further context to the kinds of activities that JPMorgan is said to be investigating.
In May, Reuters reported the US Justice Department subpoenaed the big banks regarding potential misuse of PPP loans.
PPP loans have been accused of enabling bad actors to engage in fraud and impropriety
Earlier this year, as small businesses hemorrhaged funds and the economy faced the shock of the coronavirus outbreak, the federal government sought to stop the bleeding by making roughly $670 billion in emergency funds available.
Early on, the disbursement of those small business loans drew sharp criticism, as large corporate entities came under fire for taking funds that could have benefited smaller players in much more precarious positions. As much as $30 billion in approved PPP funds had been returned to the federal government or canceled as of July, CNBC reported.
Democrats in the House of Representatives recently warned that PPP loans are at high risk of misuse. Members of the House Select Subcommittee on the Coronavirus Crisis wrote a memo sounding the alarm bells, explaining that tens of thousands of PPP loans "could be subject to fraud, waste, or abuse."

Among the memo's chief points of concern: Some companies received multiple loans, when the original program was intended to grant recipients just one loan. As much as $1 billion in PPP funding was carved up by firms that received more than a single loan.
What's more, as much as $96 million in PPP loans was pocketed by companies which are excluded from doing business with the federal government. And, government contractors with "significant performance and integrity issues" received another $195 million in funds, the memo said.
For its part, the Small Business Administration has tried to put into place parameters to prevent the abuse of funds, and guide how they're used when companies receive them.
For instance, to encourage companies to avoid layoffs, lenders are to forgive loans to firms which can demonstrate that they didn't lay off staff or cut wages. What's more, the SBA has said, public companies "with substantial market value and access to capital markets" would be a tougher sell for lenders to appropriate funds to.
JPMorgan encouraged employees to speak up if they detect customers abusing PPP funds
In Tuesday's memo, JPMorgan called upon employees to serve as the vanguard in weeding out customers' abusive or unethical behavior surrounding PPP loans.

"If you see conduct that doesn't live up to our high standards and strong values, say something," the note said. "We take each report seriously and will take action, including disciplinary, when warranted" — though it's unclear how the firm would respond to such claims of abuse.
"While we know that we are working through a period of unprecedented turmoil," the memo concluded, "it is precisely during difficult times like these that it is most important to continue to hold ourselves to the highest standards of conduct."

Wells Fargo & Co., Bank of America Corp., JPMorgan Chase & Co. and US Bancorp were sued by small businesses that accused the lenders of prioritizing large loans distributed as part of the virus rescue package, shutting out the smallest firms that sought money.
The four banks processed applications for the largest loan amounts because they generated the highest fees, rather than processing them on a first-come-first-served basis as the government promised, according to lawsuits filed Sunday in federal court in Los Angeles.
As a result, thousands of small businesses that were entitled to loans under the program administered by the Small Business Administration, known as the Paycheck Protection Program, were left with nothing, the plaintiffs said.
JPMorgan declined to comment on the lawsuit. The bank said in a Bancnet atm machine near me posted on its website that its smallest business clients received more than twice as many loans — about 18,000 — compared to larger customers of its commerical banking and other units. JPMorgan’s business banking unit, which serves smaller businesses, received more than 300,000 applications for loans.
US Bancorp said the lawsuit is “without merit.”
“We continue to serve our small business customers and are prepared to process loans as quickly as possible should additional funds become available,” the bank said in an emailed statement.
Representatives for Bank of America and Wells Fargo didn’t respond to requests seeking comment.
The complaints are based on two reports released by the SBA about the loans. One had data from April 3 when the program launched through April 13, when about three-quarters of the program’s funding had been claimed. The other report showed data as of April 16, after the funding was exhausted and the SBA stopped taking applications.
The complaint says in the last three days before the money ran out, loan applications for $150,000 and less were processed at twice the rate of larger loans compared with the initial report, suggesting the largest loans were front-loaded. But SBA hasn’t released data showing loan activity by lender, or how many loans and what loan amounts were processed on each day.
The plaintiffs in the lawsuits, which are seeking class-action status, include an optometrist in Long Beach, California, a frozen yogurt shop in Montrose, California, a marketing business in San Diego, and a law firm in Los Angeles County.
The program, which was enacted last month as part of a $2.2 trillion relief package in response to the outbreak, offered loans best brands for treadmills for home in india as much as $10 million that are guaranteed by SBA and disbursed by lenders to small businesses.
