Hull asks state to investigate National Grid's transmission lines, seeks $3.1 million

HULL – On the heels of a powerful storm that knocked out power for much of the South Shore for days, Hull is asking the state's public utility regulator to investigate National Grid's upkeep of the two transmission lines  in Hingham that power the entire peninsula.

Hull is asking the Department of Public Utilities to make National Grid pay the town $3.1 million: $1.28 million for generators rented for last winter and this winter, which resulted in an 8.4% increase to ratepayers; $1.37 million paid to National Grid for the maintenance of Hull's transmission lines; and $400,000 for the money the town has spent paying lawyers and experts for the investigation petition.

Hull's attorney, Nicholas Scobbo, of Boston, said in the petition that the power failures, totaling 167 hours in the past eight years, "pose a significant risk to public health, safety, welfare and convenience."

"The first and most fundamental problem are the bare copper wires, no more than an inch in diameter, installed when Franklin Delano Roosevelt was president," Lemnios said. "That's the fundamental problem, that they've not been upgraded to any modern method of cabling."

New methods of running transmission lines make them far less susceptible to damage from falling trees and branches, he said.

Less important than antiquated lines is the maintenance of the lines, as well as the easements they run through, often in wooded areas, he said.

"Up until we got very loud on this, the cutting protocol was not as frequent as it should have been," Lemnios said. "They can cut trees back, but that will not eliminate the real issue, that the lines are constructed to a standard that is no longer good utility practice. Cutting the trees is just putting lipstick on a pig."

Some sections of the power lines are more splice than original cabling because they have broken so many times.

Residents have grown accustomed to power failures and many think spending  money on a generator is just a facet of living in New England, which it shouldn't be, he said.

Five rented generators, and their power poles, are installed in Hull on Nov. 25, 2020, to protect the town against disruptions in power during the winter.

In a statement, National Grid spokesman John Lamontagne said that in recent years, the company has invested millions of dollars in the infrastructure that serves Hull, regularly maintains the lines and conducts inspections, and last month did extensive pruning and vegetation removal.

You will continue to receive one bill from National Grid. You will continue to send your payments to National Grid for processing. National Grid will continue to respond to emergencies, read meters and maintain the distribution and transmission lines. Reliability and quality of service will remain the same. Furthermore, you will continue to have all existing consumer rights and protections.

The only noticeable difference will be in the appearance of your National Grid bill.

You do not need to take any action to participate in the Program. All Basic Service consumers that have received the notification letter and have not opted-out will be enrolled in the Program.

If you have not received a notification letter

Your account was not eligible at the time of the mailing so you will NOT be automatically enrolled. However, you mayopt-in at any time by clicking the orange OPT-IN button, filling out and submitting the form, or calling NextEra at 855-639-8075.

If you do not wish to participate in this program

You may:
1) Opt-out and continue paying National Grid’s Basic Service rate; or
2) Opt-out and choose your own Competitive Supplier (if one is available to you).

How to OPT-OUT

Any time after enrollment

Savings not guaranteed

Basic Service rates change twice a year or more, depending on rate class. As a result, the aggregation rate may not always be lower than the Basic Service rate. The goal of the aggregation is to deliver savings over the life of the Program against Basic Service. However, such savings and future savings cannot be guaranteed.

No fees

There are no enrollment, early termination, or cancellation fees attached to the Program. However, anyone switching from a contract with a third-party supplier may be subject to penalties or early termination fees charged by that supplier. Ratepayers should verify terms before switching.

If you fail to pay your bill in a timely manner

Consistent with the requirements of Massachusetts law, you may be switched back to the National Grid’s Basic Service.

This app is useless. I tried to pay my bills through it while overseas (since I didn't have access to a desktop or laptop) and had multiple problems. First of all you can't use your regular login information from the regular online site. Instead you have to use your account number (have fun finding that). Second it doesn't tell you how much you owe. You have to look that information up yourself. Third you can't use a credit card or debit card but have to use your bank account and routing numbers. It took me over 20 minutes just to find all these account numbers and when I returned home I found out the payment didn't even go through and I got slapped with $30 in returned check fees! I tried calling customer service but they were no help at all. Got a 'confirmation email' from western union but there's no way to follow up or look into what went wrong. This is really not transparent and difficult to use. Looks like you need a new app, National Grid.

Use of a second party for payments (Western Union) at a fee. You must provide an invoice number. It is much simpler to go directly to National Grid’s website, signing for an account, save or your values (username/password) and every time that you need to make a payment, check outings, etcetera, login and done! The website even saves your payment option and you can also opt for automatic payment or one time payment only, PLUS it kept in your information record (if you want to keep walmart credit card payment number in your record)making it a chime mobile check deposit processing time simple and straight forward transaction. I thought that apps are all about simplifying things! This app, it definitely does not!

First impression, Finally, has bill payment made east. I selected my region. Now what….

My only options are “News, Outage Map, Report Outage”. I can’t log in. I can’t select to create an account. I can’t select electric or gas.

Oh, wait! There is a “Payments” section. Seems like I almost figured it out. Yet I was stuck yet again because it needs all the payment info, account into, and - oh yeah - a “speedway payment system” log in account.

The only thing this app seems to be great for is finding the appropriate contact numbers to call when there is a problem, be it may gas, electric, outage, or tree service.

National Grid… PLEASE just contact Eversource for a copy of their online system and call it a day. Your current system makes me want to go back to paper bills. Invest into your R&D and work on this app to make it more helpful and user friendly for individuals who have not just one account, but multiple account across multiple platforms (gas and electric). If user error is the issue, please make How To clips and add them into the app on the first page so users can learn to use it right away. Thank you.

Seekonk Community Electricity Aggregation is an electricity supply program organized by the Town of Seekonk.  With Seekonk Community Electricity Aggregation, National Grid continues to deliver electricity, repair poles and outages, and manages all electricity billing.  The only change is the source and options for electricity supply, which are chosen by the Town.

National Grid is warning customers about a utility bill payment scam affecting unsuspecting customers in its New England service area.

Scammers claiming to be National Grid representatives are calling customers and asking that they purchase Green Dot MoneyPak card to pay outstanding balances or to pay for the replacement of faulty meters. Customers are then asked to reveal a 14-digit security serial number located on national grid mass bill pay card. Providing this number allows access to funds on the pre-paid credit card.

National Grid does not ask customers to directly pay for faulty equipment and is not conducting a Green Dot MoneyPak program.

MoneyPak cards allow consumers to add a dollar value to the card, which can be used for anything from adding money a to PayPal account to paying utility bills. Each MoneyPak card comes with a scratch-off 14-digit serial number which should never be given to anyone unless the consumer is 100 percent certain they know exactly who they are dealing with and the transaction is legitimate.

Customers who have been solicited should immediately notify local law enforcement officials to investigate. National Grid customers should call the company if they believe they have been contacted under fraudulent circumstances or if they believe they have been victims of the scam.
