VTL (Air) Checklist for Travel to Singapore

This page contains is a checklist for Vaccinated Travel Lane (Air) [VTL (Air)] travellers who already understand the entry requirements into Singapore via the VTL (Air). If you are not clear on the VTL (Air) requirements, please refer to the VTL (Air) Overview page here before reading this checklist.

Travellers intending to travel out of Singapore to a VTL (Air) country/region are advised to check the prevailing entry requirements of the destination, and to exercise care send money via moneygram with credit card caution, especially when travelling with children. Vaccinated Travel Lane (Air) Checklist

This step-by-step checklist is for all VTL (Air) travellers entering Singapore, including Singapore Citizens (SC) and Permanent Residents (PR). If ANY OF the requirements below are not met:

  1. Singapore Citizens and Permanent Residents will not be eligible for quarantine-free health protocols.
  2. Short-Term Visitors and Long-Term Pass Holders may be denied entry into Singapore.

“Short-term visitors” mentioned in this page refers to travellers who are not SC/PR or hold any Singapore-issued Long-Term Pass (e.g. Work Pass issued by the Ministry of Manpower, Student’s Pass issued by the Ministry of Education, or Long-Term Visit Pass issued by the Immigration & Checkpoints Authority).

Stage 1: Pre-Departure for Singapore

A) Obtain an acceptable proof of vaccination

You must obtain any of the following acceptable proofs of vaccination, or you will not be eligible for travel on the VTL (Air). Other non-VTL lanes are available on the “Travelling to Singapore” page if you are not eligible for the VTL (Air). Eligibility for the vaccination proof below will vary depending on where you took your vaccination and your location, as detailed here. All travellers should, where possible, self-verify their vaccination certificates by referring to the guide here.

  1. Singapore: Singapore Vaccination HealthCerts issued via the Notarise portal with a QR code, or proof of vaccination on the TraceTogether or HealthHub app
  2. Australia:International COVID Vaccination Certificate (QR code in ICAO Visible Digital Seal for Non-Constrained Environments (VDS-NC) format) issued by any VTL (Air) country/region
  3. Brunei: Proof of vaccination on the BruHealth app
  4. Canada:SMART Health Cards (SHC) issued by any Canadian province
  5. Denmark, France, Germany, Italy, Netherlands, Spain, Switzerland:EU Digital COVID Certificate (EU DCC) of vaccination issued by any VTL (Air) country/region. One certificate, showing the final dose in the series (i.e. 1/1 or 2/2).
  6. Republic of Korea: Static vaccination certificate QR code on the COOV app or COVID Vaccination Certificate issued by the Korea Disease Control and Prevention Agency (KDCA) downloaded from the KDCA website
  7. United Kingdom:
    1. National Health Service (“NHS”) COVID Pass of vaccination; or
    2. Northern Ireland COVID certificate issued by Health and Social Care (HSC) in Northern Ireland (e.g. found on the COVIDCert Northern Ireland (“NI”) app)
    3. One QR code per dose; or

    4. [For children aged 13 to 15] Digital vaccination record retrieved from the public health database of the local health authority.
  8. United States of America (any of the following):
    1. SMART Health Cards (SHC) issued by CommonTrust Network issuers (listed here and here) or Vaccination Credential Initiative issuers
    2. Digital vaccination record retrieved from the public health database of the state or the local health authority
    3. Physical vaccination record and a letter signed by the state, local health authority or vaccination provider to attest to the passenger’s vaccination status. The attestation letter should contain:
      1. the passenger’s name and at least one other personal identifier such as the date of birth or passport number corresponding exactly with the information in the passenger’s passport used for entry into Singapore;
      2. the name of the vaccine administered for each dose; and
      3. the date when each dose was administered.

For entry into Singapore from 28 Novhrs:

  2. India: International Travel Certificate in the Digital Infrastructure for Vaccination Open Credentialing (DIVOC) standard, available on the Co-WIN platform.

  4. Malaysia: Digital Certificate for COVID Vaccination downloaded or shown on the MySejahtera app

For entry into Singapore from 6 Dechrs:

  1. All other European Union Member States or non-EU countries* that have joined the EU DCC system (listed here):EU Digital COVID Certificate (EU DCC) of vaccination

*Travellers must continue to fulfil all VTL conditions, including travel history requirements, and must arrive in Singapore on a designated VTL flight.

For entry into Singapore from 13 Dechrs:

  1. Thailand: International COVID Vaccination Certificate issued by the Department of Disease Control, Ministry of Public Health, Thailand

For entry into Singapore from 15 Dechrs:

  1. Cambodia: COVID Vaccination Card issued by the Ministry of Health / Ministry of Defence in Cambodia
  2. Fiji: COVID Vaccination Certificate issued by Republic of Fiji
  3. Maldives: COVID Digital Certification downloaded from the Health Protection Agency Maldives’ website
  4. Sri Lanka: Certificate of COVID Vaccination issued by the Sri Lankan Ministry of Health

B) [Short-Term Visitors and Long-Term Pass Holders only] Apply for Vaccinated Travel Pass (Air) [VTP(Air)]

All short-term visitors and long-term pass holders must apply for a VTP. The VTP can only be used for travel on designated VTL klm contact number usa flights. E) [Short-term visitors only] COVID Insurance

All short-term visitors travelling to Singapore under VTL (Air), must purchase a suitable travel insurance with a minimum coverage of S$30, against COVID related medical charges. Travellers may be insured with a Singapore or overseas-based insurer. For the list of available travel insurance products offered in Singapore, click here.

F) Secure Self-Isolation Accommodation

Travellers can self-isolate at any of the following locations:

  • Residential accommodation, e.g. own/shared residence, rented residence (please note minimum rental period regulations for Private Property and HDB flat / Bedroom); or
  • Non-residential accommodation, such as hotel or serviced apartment in this non-exhaustive list. Before booking, travellers should confirm that the accommodation allows guests who are self-isolating whilst awaiting their on-arrival COVID Polymerase Chain Reaction (PCR) test result.

Travellers may serve self-isolation at their residence with other household members, regardless of vaccination status or travel history. However, travellers residing with unvaccinated vulnerable household members, are strongly encouraged to serve their self-isolation in isolation in a room and minimise contact. If this is not feasible, travellers are advised to consider alternative accommodation.

Travellers should designate a specific bathroom to be used by themselves. If a bathroom has to be shared, the following actions are suggested:

  1. Lower the lid before flushing the toilet;
  2. Clean and disinfect contact surfaces after each use; and
  3. Avoid using the toilet for at least 20 minutes after it is used by the person who is serving self-isolation.

G) Pre-Departure COVID Test

All travellers, except those aged two and below in this calendar year (i.e. a child who turns 2 in this calendar year will be exempted), must take a pre-departure COVID PCR test, at an accredited or authorised testing facility in the country/region of departure, or a professionally-administered Antigen Rapid Test (ART) within 2 days* before departure for Singapore. Self-swabs are not allowed. Please also ensure that the test report:

  1. Is in English (or accompanied with an English translation);
  2. Contains the traveller’s name, and either date of birth or passport number (per the passport used to travel to Singapore); and
  3. Reflects the date and time the test was taken, the name of the testing institution, and a negative test result; and
  4. Is not handwritten.

*If the pre-departure test is taken on 1 Novemberit will be valid for departures up to 3 Novemberhours.

H) Submission of Health Declaration

Travellers should submit an SG Arrival Card (SGAC) with their pre-trip health and travel history declaration, within 3 days before arriving in Singapore.

SC/PRs who are not vaccinated in Singapore are strongly encouraged to submit their overseas vaccination certificate in their health declaration as part of the SG Arrival Card submission. This includes the provision of care for a COVID patient in a healthcare or family/social setting, staying in the same location as a COVID patient, or had been in close (i.e. less than two meters) contact with a COVID patient for more than 15 minutes.

I) Registration and Pre-payment for On-Arrival COVID PCR Test

All travellers, except those aged two and below in this calendar year (i.e. a child who turns 2 in this calendar year), should register and pre-pay for their on-arrival COVID PCR test here. The test costs $ including GST. Failing which, travellers will pay for the test on the spot during arrival, and may experience delays in the administration of the test and departure from the checkpoint.

J) [Short term visitors only] Contact Tracing App/Token

All short-term VTL (Air) travellers must download the TraceTogether mobile application on their mobile phone and register their profile for contact tracing. Only children aged 6 and below in this calendar year are exempted from this requirement (e.g. a child who turns 6 this calendar year will be exempted).

Travellers aged 7 to 12 in this calendar year [i.e. those born from to (inclusive)] and those who are unable to use a mobile device due to a certified disability or special need, are eligible to be issued physical TraceTogether tokens with payment of a refundable S$50 deposit (in lieu of the requirement to have a mobile device with the TraceTogether app downloaded) at the Changi Recommends booth at Changi Airport upon arrival in Singapore.

Stage 2: Departure for Singapore

A) Pre-boarding document checks

When checking in at the departure airport, travellers must present to the airline staff:

  1. Physical or electronic copy of the Vaccinated Travel Pass (Air) [VTP (Air)] for the specified period of entry;
  2. Valid pre-departure COVID PCR test or Antigen Rapid Test (ART) for entry into Singapore showing a negative test result;
  3. Valid visa (for visa-required visitors);
  4. Acceptable proof of vaccination (same proof as at Stage 1A).

Singapore Citizens and Permanent Residents need only present (ii) and (iv) above. Travellers who do not fulfil the above may be denied boarding.

Long-Term Pass holders need only present (i), (ii) and (iv) above. Travellers who do not fulfil the above may be denied boarding.

Stage 3: Arrival in Singapore

A) Immigration Clearance

Follow the instructions provided by the officers and signages on arrival.

As part of immigration clearance, travellers must present the same set of documentation listed in Stage 2A. Short-term visitors must also present a physical or electronic copy of their travel insurance policy.
