USAA (United Services Automobile Association) is a major player in the car insurance market in Maryland and around the United States. The company offers insurance to military families, insuring those in the military and their family members. It is based in San Antonio, Texas and all of its motor vehicle collision claims adjusters appear to be based there.

Due to its connection with the military, USAA was the 21th most respected company in the country in 2020 according to a Harris Poll. The reality is that they are not a nonprofit organization, but an insurance company. USAA's CEO made at least $5 million in 2019.

USAA is a corporation. Like any other corporation, it does everything in their power to earn money. Negotiating with USAA has told our auto accident attorneys that it, like every other insurance company, will try to pay victims less than the full value of their claim.

Some insurance companies tend to be fair; others we do not expect to be fair. However, our lawyers find it difficult to make blanket generalizations about the USAA claims process. More than most insurance companies, USAA gives a bit more leeway for it claims adjusters to value the case on both tangible and intangible factors. So, despite its heavy reliance on computer-based case evaluation software, its car accident claims process values varies more widely depending on the adjuster than most insurance companies.

Our accident attorneys have noticed some valuable trends from dealing with USAA over the years. For one, USAA is more willing than some of the other major insurance companies to dramatically increase their offers after a lawsuit has been filed. (Note: if you do not settle your case right after the lawsuit is filed, you are not likely to settle the case, if it settles at all, until the settlement conference immediately before trial.)

Additionally, USAA does not like to take cases to trial. The last reported verdict in Maryland involving USAA was in 2019. Our lawyers have had scores of cases against USAA. But our last Circuit Court case (larger claims) involving USAA that went to a jury verdict was literally 14 year ago (we pounded them). That was an underinsured motorist case. It seems that USAA has more guts to go to trial in cases where it is the named defendant in an uninsured or underinsured motorist case. (Why? In Maryland, the lack of meaningful bad faith laws makes it easier for USAA to take the risk.)

This is not the only reason why case value increases after a lawsuit is filed. The value of all accident insurance claims increases as a trial date gets closer because insurers take a more critical look at their defense of the case. They consider the real quality of the accident victim’s injury claim. For example, more times than our lawyers can count, insurance companies have admitted liability just before trial after spending over a year denying the accident was their driver’s fault.

USAA, like many insurance companies, uses a computer-based program called Colossus to assist in the claims process in valuing accident claims for settlement. It evaluates a victim’s medical records and medical expenses and decides how much treatment it thinks was necessary for the crash. It determines what it thinks a fair value is for (1) medical treatment, (2) past or future wage loss, and (3) the victim’s pain and suffering. This company, like most insurance companies, typically undervalues all of these categories before a lawsuit is filed.

Our personal injury attorneys would not pick USAA as a model defendant by any stretch. The company has stubbornly defended many claims that we thought should have been settled sooner. Nothing is gained by going through the litigation process for the sake of going through the litigation process.

Still, USAA will sometimes surprise us by offering a reasonable value to settle the action out-of-court without the need for filing a lawsuit. It depends on the type of case, the jurisdiction, the insurance adjuster handling the claim, and the nature of the injuries.

Based on our extensive experience with USAA, and from looking at jury verdicts, it seems that this insurer is more likely to take a case to trial against its own insured making an uninsured or underinsured motorist claim. In Maryland, awards are largely capped at the policy limits in uninsured motorist cases. However, if the insurance company gets a verdict that is more than the policy limits, it may be liable for the entire verdict.

How does USAA use Colossus to evaluate claims?

Like some other insurance companies, USAA uses a computer program called Colossus to calculate its insurance claim payouts. This program tends to undervalue claims. Most importantly, Colossus takes into account the quality of your lawyer when calculating your case’s value. Insurance companies will determine if a lawyer or law firm is likely to be willing to take the auto accident case to trial by looking at their record of trying cases in the past. If they are not likely to try an insurance claim, USAA can get away with a lower settlement offer.

This means that your attorney’s track record and the law firm's track record might be a factor in how your claim is evaluated.

How does USAA evaluate no-fault and underinsured claims?

To evaluate these personal injury protection (PIP) and underinsured motorist claims, USAA uses an Auto Injury Solutions/Concentra (AIS) program. One of the things it takes into account are audits of medical bills submitted to USAA for payment under the first party medical coverage of USAA auto insurance policies.

It’s important to note that USAA has settled more than one class-action lawsuit which alleged it denied medical benefits to injured policyholders who had PIP or other medical-payments coverage on their car insurance policy.

Why does USAA often wait until a lawsuit is filed or a trial is near before making a reasonable settlement offer?

Many lawyers and automobile accident victims get cold feet when it comes to filing a lawsuit and actually walking into a courtroom. At this stage, the victim could file a personal injury claim and potentially be left with nothing if the case is lost. For this reason, USAA waits until the last minute to make a fair settlement offer. Essentially, this insurer want to see if you will give in before they do.

Does USAA mean it when they say they will go to trial?

USAA rarely takes cases to trial. We have not had a case got to trial with USAA in many years in spite of the fact that our Maryland accident lawyers have handled hundreds of USAA claims. USAA is clearly an insurance company that strongly prefers to avoid trials.

We tried a case against USAA in Baltimore City on behalf of a USAA policyholder in which they significantly undervalued the case. They have not let a case go to trial with us since that verdict.

This strategy is smart because they are able to bully plaintiffs and lawyers who fear the courtroom while settling all other cases before trial. This way they entirely avoid the courtroom, where juries would often rule against them in costly verdicts.

USAA will make a reasonable settlement offer before trial on most serious accident claims. This is especially true if the plaintiff’s lawyer has a history of success at trial and if the case is at the point where the suit has been filed, discovery is complete, and the claims adjuster has fully evaluated the case.

The plaintiff suffers a lumbar disc herniation and disc protrusion with radiculitis at the L4-L5 nerve root. The treatment includes 4 months of physical therapy and 3 epidural injections. USAA disputes damages, claiming that the plaintiff’s back injuries were related to a subsequent accident. Just prior to mediation, USAA agrees to settle for $45k.
  • 2016, Maryland: $97,500 Settlement Our client is traveling on his bike in Montgomery County. He gets hit in the crosswalk late at night coming home from a party. He suffers a fractured femur that heals well. One potential problem in the case is that the client was intoxicated. The driver’s insurance is USAA. He had a $100,000 policy, and ultimately, they offered $70,000. We reject the offer and tell them we will file suit. The offer continues to increase until we get just $2,500 away from the policy limits, and the case settles for $97,500.
  • 2016, Maryland: $500,000 Settlement Our clients, two professional men, are traveling southbound on Route 4 in Calvert County when a USAA insured vehicle loses control and crosses the center median, striking their vehicle on the passenger side. Both men need a discectomy and fusion. USAA pays its entire $500,000 policy.

While the Hartford ranks tenth on this list, the company did have the fifth-best claims service rating of companies in the top 10.

Methodology

Clearsurance’s company ratings are based entirely upon consumer feedback and ratings. Clearsurance uses a proprietary algorithm that factors in all aspects of its user reviews, including the policyholder’s overall experience with the company, the company’s service, the customer’s likelihood to renew with the company and the customer’s likelihood to recommend the company to a friend.

In order to determine the rankings of the best car insurance companies for 2019, Clearsurance considered all companies with at least 100 car insurance reviews during the 2018 calendar year. All companies that qualified were then ranked in order of their Clearsurance rating, a combination of the above ratings provided in each consumer review written on Clearsurance. The ratings for each company is based only on the reviews for car insurance for each company in 2018.

Today U.S. insurers State Farm and USAA announced their jointly developed enterprise blockchain solution for auto claims will be used by both firms in production. The two companies have been working on the project since early 2018.

After an auto accident, both party’s insurers communicate with each other and decide which driver is at fault. Based on that, one insurer will pay the other. But that process of settling claims is rather manual and inefficient. And it involves reconciliations between the insurers. With a blockchain that shares the data, there should be no need for reconciliations.

“In most cases, this blockchain solution will assist in speeding up subrogation recovery, resulting in an earlier return of the customer’s deductible,” said Robert Yi, chief claim officer at State Farm. 

Each year the two insurers exchange about 75,000 subrogation checks. Given that scale, they are hoping to attract other insurers to the platform in 2021.

“Carrier-to-carrier claims payments will be almost completely automated in the future, saving time and money,” said Sean Burgess, USAA chief claims officer. “Utilizing blockchain technology helps us securely improve and automate a manual process and ultimately gets money back to our members and customers faster.”

State Farm’s 2019 revenues were $79 billion, and USAA’s $36 billion.

Both insurers are members of the RiskStream Alliance, but this is not a RiskStream blockchain project. When we last checked in 2019, this subrogation project uses enterprise blockchain Quorum, as opposed to Corda used by RiskStream.

When the subrogation solution was being tested back in May 2019, a State Farm spokesperson told Ledger Insights: “State Farm and USAA both recognize the benefit consortiums such as RiskBlock [RiskStream] bring to the industry. By bringing two of the largest players in the insurance industry together to apply real-world testing, we feel this approach will provide a faster to market capability, which ultimately benefits the entire industry.” 

RiskStream also has a subrogation solution that nets off payments between insurers, meaning a check will be cut weekly or monthly rather than for every claim. But it was put on the back burner for a while to focus on getting RiskStream’s first two applications live for “Proof of Insurance” and “First Notice of Loss”..

The United Services Automobile Association (USAA) is a San Antonio-based Fortune 500 diversified financial services group of companies including a Texas Department of Insurance-regulated reciprocal inter-insurance exchange and subsidiaries offering banking, investing, and insurance to people and families who serve, or served, in the United States Armed Forces.[6][7][8] At the end of 2017, it had 12.4 million members.[9]

The organization was originally called the United States Army Automobile Association. In 1924, the name was changed to United Services Automobile Association, when commissioned officers of other U.S. military services became eligible for membership. The company was formed based on a meeting of twenty-five United States Army Officers on June 20, 1922, at the Gunter Hotel in San Antonio, Texas, to discuss the procurement of reliable and economical auto insurance. Despite initial success, by the late 1920s a dispute between competing factions for control of the company threatened its long term viability.[13] The issue was resolved when feuding members agreed to hire a leader from outside, resulting in the 1928 appointment of Major General Ernest Hinds as general manager and secretary-treasurer.[13] Hinds provided stability and remained in the position until his 1941 death.[13]

USAA is headquartered in northwest San Antonio, occupying a 286-acre (116 ha) former horse farm.[14][15]

USAA is a pioneer of the concept of direct marketing; most of its business is conducted over the Internet or telephone using employees instead of agents. Until the 1960s, the bulk of its business was conducted via mail. In the late 1960s, USAA began a transition from mail to phone-based sales and service. It launched a toll-free number in 1978, and Internet sales and service in 1999 via its website.[citation needed]

The organization started offering homeowner's and life insurance in the 1960s, and brokerage and investment management services in the 1970s, and banking services in the 1980s.[citation needed]

USAA offered restricted membership to civilians between September 2009 and August 2013. This membership provided access to USAA's investment products, most bank deposit products, and life insurance. On July 26, 2019, the Charles Schwab Corporation announced it would acquire USAA's investment and brokerage accounts for $1.8 billion.[18] The deal with Charles Schwab closed on May 26, 2020.[19]

Property, casualty, and life insurance[edit]

USAA offers a range of personal property and casualty (P&C) insurance, including automobile insurance, homeowner insurance, renters' insurance, as well as umbrella and personal property insurance. In addition to P&C insurance, USAA provides whole life insurance, term life insurance, and annuities. USAA's life insurance policies, while not completely unique in the industry, are different from most offerings since they do not include a war-exclusion clause.[20]

Banking[edit]

Banking services are provided by USAA Federal Savings Bank. The bank was established on December 30, 1983. According to USAA's 2015 Annual Report to Members, USAA held over $62.549 billion in deposits with more than 6.3 million accounts.[citation needed]

USAA Federal Savings Bank's bank lobby located in San Antonio is its only full-service banking location. Other cities, however, hold financial centers, often near military bases, which provide advice and assistance in obtaining services of any kind offered by USAA, in addition to opening those accounts online.

Banking services can be accessed in person, by mail, by phone, or through the internet. USAA Federal Savings Bank provides members with the ability to deposit checks to their accounts using mobile applications on the AppleiPhone and iPad and mobile devices with Google's Android operating system.[21]

Major banking competitors include Bank of America-Military Bank, Pentagon Federal Credit Union, and Navy Federal Credit Union.[22]

Investing and financial planning[edit]

USAA provides Education 529 Plans for its members, but members are referred to its strategic partners, Charles Schwab Corporation and Victory Capital Management for other investment services such as brokerage and trading, mutual funds & ETFs.[23][24][25]

Target market[edit]

USAA's mission statement indicates its focus to serve its niche market, which consists of members of the U.S. military and their immediate families. To that end, the association has always marketed directly to members of the U.S. military. USAA membership is offered to officers and enlisted personnel, including those on active duty, those in the National Guard and Reserve, Officer candidates in commissioning programs (Academy, ROTC, OCS/OTS) and all those who have served in the aforementioned categories and who have retired or have been discharged honorably.[26][27] Children of USAA members are also eligible to purchase USAA's P&C insurance products, and former members of USAA are allowed to resume membership at any time (without an age limit).

Historically, only U.S. military officers (among certain other federally sworn officers) were eligible to join USAA, with descendants of USAA members able to purchase insurance from USAA-CIC. It did not matter if one was an active duty or retired officer; one could join at any time. In 1973, membership was opened to members of the National Guard and Reserves, and in 1996, eligibility was expanded to enlisted members of the armed services. As the number of persons who have served on active duty in an enlisted status in the U.S. Armed Forces is quite large, USAA chose to limit the establishment of eligibility to those who were currently on active duty or who had recently separated. The same time limit on establishment of eligibility was then applied to military officers. In 2008, USAA expanded membership eligibility to all military personnel and retirees, and all veterans who separated after 1996.[26] In November 2009, USAA expanded eligibility requirements to offer coverage to anyone who has ever served honorably in the US Military.[27]

Leadership[edit]

USAA president and CEO Stuart Parker retired on February 1, 2020, and USAA chose a replacement from within: Wayne Peacock, the company's president of property and casualty insurance. Wayne Peacock is currently the CEO of USAA.

Led by USAA Chairman of the Board Admiral Thomas B. Fargo, USN (Ret.), USAA's board of directors named Wayne Peacock CEO-elect in January 2020 to succeed former CEO Stuart Parker after his retirement in February 2020. Peacock became CEO in February 2020 and is the first USAA CEO who is not veteran of the armed forces.[28] He has been with USAA since 1988, serving in various leadership positions including President of the Property and Casualty Insurance Group.[citation needed]

USAA former CEOs include retired Air Force brigadier generalRobert F. McDermott. The USAA office building in San Antonio was constructed under his tenure, and McDermott was behind USAA's shift from service-by-mail to service-by-phone.[29] He was succeeded as CEO by retired Air Force General Robert T. Herres.[30] It was under Herres that USAA expanded its services to enlisted members of the military and developed Internet based financial services.[31] Following General Herres as CEO was Robert G. Davis, a former Army officer who came to USAA with experience in a variety of financial services companies. Davis is said to have changed the culture at USAA; during his time at USAA, membership, assets and net worth grew significantly.[32]

His tenure, however, was not without controversy. Davis oversaw USAA's first layoffs and by some reports had a confrontational style of leadership. Davis had indicated to USAA employees that he intended to continue to lead USAA until 2010, however, he retired in December 2007.[33] The nature of his retirement seems to have been precipitous, as USAA CEO Josue Robles has stated that upon assuming the role of CEO, "I thought I was just going to be a temporary CEO and (the board) said, 'Guess what? The permanent CEO is you'."[34]

Locations[edit]

Besides its headquarters in San Antonio, USAA has a second major office in Phoenix. USAA also has offices in Chesapeake, Virginia; Colorado Springs, Colorado; Highland Falls, New York; Plano, Texas; and Tampa, Florida. Internationally, USAA has offices in London and Frankfurt.[35][36][37][38][39]

On May 27, 2021, USAA announced that it will be adding an additional 750 employees to its 100 employee base in Charlotte, North Carolina. The company will be leasing 90,000 square feet of space in a new building in South End called The Square. Company employees will start moving in at the end of 2021.[40]

USAA tops list of America’s best car insurance companies

Today U.S. insurers State Farm and USAA announced their jointly developed enterprise blockchain solution for auto claims will be used by both firms in production. The two companies have been working on the project since early 2018.

After an auto accident, both party’s insurers communicate with each other and decide which driver is at fault. Based on that, one insurer will pay the other. But that process of settling claims is rather manual and inefficient. And it involves reconciliations between the insurers. With a blockchain that shares the data, there should be no need can you reverse the need for a root canal reconciliations.

“In most cases, this blockchain solution will assist in speeding up subrogation recovery, resulting in an earlier return of the customer’s deductible,” said Robert Yi, chief claim officer at State Farm. 

Each year the two insurers exchange about 75,000 subrogation checks. Given that scale, they are hoping to attract other insurers to the platform in 2021.

“Carrier-to-carrier claims payments will be almost completely automated in the future, saving time and money,” said Sean Burgess, USAA chief claims officer. “Utilizing blockchain technology helps us securely improve and automate a manual process and ultimately gets money back to our members and customers faster.”

State Farm’s 2019 revenues were $79 billion, and USAA’s $36 billion.

Both insurers are members of the RiskStream Alliance, but this is not a RiskStream blockchain project. When we last checked in 2019, this subrogation project uses enterprise blockchain Quorum, as opposed to Corda used by RiskStream.

When the subrogation solution was being tested back in May 2019, a State Farm spokesperson told Ledger Insights: “State Farm and USAA both recognize the benefit consortiums such as RiskBlock [RiskStream] bring to the industry. By bringing two of the largest players in the insurance industry together to apply real-world testing, we feel this approach will provide a faster to market capability, which ultimately benefits the entire industry.” 

RiskStream also has a subrogation solution that nets off payments between insurers, meaning a check will be cut weekly or monthly rather than for every claim. But it was put on the back burner for a while to focus on getting RiskStream’s first two applications live for “Proof of Insurance” and “First Notice of Loss”.

Additionally, USAA holds the No. 1 spot for homeowners and renters insurance companies for 2019.

While the Hartford ranks tenth on this list, the company did have the fifth-best claims service rating of companies in the top 10.

Methodology

Clearsurance’s company ratings are based entirely upon consumer feedback and ratings. Clearsurance uses a proprietary algorithm that factors in all aspects of its user reviews, including the policyholder’s overall experience with the company, the company’s service, the customer’s likelihood to renew with the company and the customer’s likelihood to recommend the company to a friend.

In order to determine the rankings of the best car insurance companies for 2019, Clearsurance considered all companies with at least 100 car insurance reviews during the 2018 calendar year. All companies that qualified were then ranked in order of their Clearsurance rating, a combination of the above ratings provided in each consumer review written on Clearsurance. The ratings for each company is based only on the reviews for car insurance for each company in 2018.

The United Services Automobile Association (USAA) is a San Antonio-based Fortune 500 diversified financial services group of companies including a Texas Department of Insurance-regulated reciprocal inter-insurance exchange and subsidiaries offering banking, investing, and insurance to people and families who serve, or served, in the United States Armed Forces.[6][7][8] At the end of 2017, it had 12.4 million members.[9]

USAA was founded in 1922 in San Antonio by a group of 25 U.S. Army officers as a mechanism for mutual self-insurance when they were unable to secure auto insurance because of the perception that they, as military officers, were a high-risk group.[10][11] USAA has since expanded to offer banking and insurance services to past and present members of the Armed Forces, officers and enlisted, and their families. The organization was originally called the United States Army Automobile Association. In 1924, the name was changed to United Services Automobile Association, when commissioned officers of other U.S. military services became eligible for membership. The company was formed based on a meeting of twenty-five United States Army Officers on June 20, 1922, at the Gunter Hotel in San Antonio, Texas, to discuss the procurement of reliable and economical auto insurance. Despite initial success, by the late 1920s a dispute between competing factions for control of the company threatened its long term viability.[13] The issue was resolved when feuding members agreed to hire a leader from outside, resulting in the 1928 appointment of Major General Ernest Hinds as general manager and secretary-treasurer.[13] Hinds provided stability and remained in the position until his 1941 death.[13]

USAA is headquartered in northwest San Antonio, occupying a 286-acre (116 ha) former horse farm.[14][15]

USAA is a pioneer of the concept of direct marketing; most of its business is conducted over the Internet or telephone using employees instead of agents. Until the 1960s, the bulk of its business was conducted via mail. In the late 1960s, USAA began a transition from mail to phone-based sales and service. USAA membership is offered to officers and enlisted personnel, including those on active duty, those in the National Guard and Reserve, Officer candidates in commissioning programs (Academy, ROTC, OCS/OTS) and all those who have served in the aforementioned categories and who have retired or have been discharged honorably.[26][27] Children of USAA members are also eligible to purchase USAA's P&C insurance products, and former members of USAA are allowed to resume membership at any time (without an age limit).

Historically, only U.S. military officers (among certain other federally sworn officers) were eligible to join USAA, with descendants of USAA members able to purchase insurance from USAA-CIC. It did not matter if one was an active duty or retired officer; one could join at any time. In 1973, membership was opened to members of the National Guard and Reserves, and in 1996, eligibility was expanded to enlisted members of the armed services. As the number of persons who have served on active duty in an enlisted status in the U.S. Armed Forces is quite large, USAA chose to limit the establishment of eligibility to those who were currently on active duty or who had recently separated. The same time limit on establishment of eligibility was then applied to military officers. In 2008, USAA expanded membership eligibility to all military personnel and retirees, and all veterans who separated after 1996.[26] In November 2009, USAA expanded eligibility requirements to offer coverage to anyone who has ever served honorably in the US Military.[27]

USAA president and CEO Stuart Parker retired on February 1, 2020, and USAA chose a replacement from within: Wayne Peacock, the company's president of property and casualty insurance. Wayne Peacock is currently the CEO of USAA.

Led by USAA Chairman of the Board Admiral Thomas B. His tenure, however, was not without controversy. Davis oversaw USAA's first layoffs and by some reports had a confrontational style of leadership. Davis had indicated to USAA employees that he intended to continue to lead USAA until 2010, however, he retired in December 2007.[33] The nature of his retirement seems to have been precipitous, as USAA CEO Josue Robles has stated that upon assuming the role of CEO, "I thought I was just going to be a temporary CEO and (the board) said, 'Guess what? The permanent CEO is you'."[34]

On May 27, 2021, USAA announced that it will be adding an additional 750 employees to its 100 employee base in Charlotte, North Carolina. Some insurance companies tend to be fair; others we do not expect to be fair. However, our lawyers find it difficult to make blanket generalizations about the USAA claims process. More than most insurance companies, USAA gives a bit more leeway for it claims adjusters to value the case on both tangible and intangible factors. So, despite its heavy reliance on computer-based case evaluation software, its car accident claims process values varies more widely depending on the adjuster than most insurance companies.

Our accident attorneys have noticed some valuable trends from dealing with USAA over the years. For one, USAA is more willing than some of the other major insurance companies to dramatically increase their offers after a lawsuit has been filed. (Note: if you do not settle your case right after the lawsuit is filed, you are not likely to settle the case, if it settles at all, until the settlement conference immediately before trial.)

Additionally, USAA does not like to take cases to trial. The last reported verdict in Maryland involving USAA was in 2019. Our lawyers have had scores of cases against USAA. But our last Circuit Court case (larger claims) involving USAA that went to a jury verdict was literally 14 year ago (we pounded them). That was an underinsured motorist case. It seems that USAA has more guts to go to trial in cases where it is the named defendant in an uninsured or underinsured motorist case. (Why? This is not the only reason why case value increases after a lawsuit is filed. How does USAA use Colossus to evaluate claims?

Like some other insurance companies, USAA uses a computer program called Colossus to calculate its insurance claim payouts. This program tends to undervalue claims. Most importantly, Colossus takes into account the quality of your lawyer when calculating your case’s value. Insurance companies will determine if a lawyer or law firm is likely to be willing to take the auto accident case to trial by looking at their record of trying cases in the past.
