Eversource Makes Boo-Boo; Wants Customers to Pay

Eversource threatened to take its toys and go home the other day.  Its reason says a lot about the central issue confronting New Hampshire’s captive utility customers as we head into a winter of soaring energy prices.

If you dislike the state’s largest utility, don’t get your hopes up.  The region’s electricity and natural gas behemoth can’t just pull up stakes and leave the Granite State and shows no interest in doing so.

Rather, it’s one particular game that Eversource is threatening to quit:  the state’s Renewable Portfolio Standard (RPS).  Why?  Because in this realm, as in every other aspect of electric service these days, Eversource thinks its customers rather than its shareholders should shoulder the risk that things will go bad.

Maybe you’d prefer to file the RPS under “energy nerd trivia.”

But consider that the RPS – which requires sellers of retail electricity to obtain some of that energy from renewable sources – is one of only two energy policy initiatives (the other being our participation in the Regional Greenhouse Gas Initiative) that commits our electric industry to addressing the effects of climate change.  Every other New England state has enshrined a carbon reduction goal in its statutes.

The RPS is indeed a bit nerdy.  Retail suppliers of electricity don’t actually have to buy renewable energy.  Rather, they are required to purchase a certain amount of RECs – Renewable Energy Credits.

Those RECs come in four different flavors, each representing a different type of renewable energy.  Buying a REC conveys the renewable attributes of that energy – the green bragging rights, if you will.  The idea is that, for reasons of economic efficiency, the electric companies can buy their energy from wherever it’s cheapest and add the ‘renewable’ part separately.

In other words, for example, the electricity coming through your sockets may well have the Seabrook nuclear power plant or, occasionally, the coal plant in Bow as its chief source.  But that’s okay because your electric supplier is buying RECs produced at the wind farm in Antrim – or, for that matter, elsewhere in New England.

Eversource must buy RECs because it sells Default Energy Service – the energy you use if you are an Eversource customer who has not chosen a non-utility supplier.  Recall that another electric utility, Unitil, more than doubled the price of its Default Energy Service, effective December 1, to 17.5 cents per kilowatt-hour.  Expect Eversource to do something similar when it submits a Default Energy Service proposal in December for effect in February.

Ditto for Liberty, which will make it a Default Energy Service rate-shock trifecta.  The reason is that natural gas prices have gone haywire, and those prices drive the cost of producing electricity in New England.

Right now, all three of our investor-owned electric utilities get their Default Energy Service the same way – they seek bids from wholesale suppliers every six months.  But the utilities acquire the RECs themselves.  That’s the game Eversource is threatening to quit.

When the Legislature created the RPS 14 years ago, it was concerned that the market price of RECs could get too high.  So, for each category of REC, the Legislature established an Alternative Compliance Payment (ACP) – a sum of money that can be paid to the state’s renewable energy fund in lieu of a required REC purchase.

The intent, logically enough, was for the ACP to function as a cap on the price of RECs.

How do I know this, even though “price cap” is nowhere found in the legislation?  Because I was general counsel of the Public Utilities Commission (PUC) in 2007 and, to quote John Bolton quoting Lin-Manuel Miranda, I was in the room where it happened.

Now it turns out that, last year, Eversource made a $1.6 million boo-boo.  The company bought a bunch of Class III RECs above the price cap set by the ACP.

The utility wants the blessing of the Public Utilities Commission to recover that $1.6 milliion from ratepayers nevertheless.  The state’s new Department of Energy objects, correctly describing those purchases as “per se imprudent.”


Imprudence is a no-no for public utilities.  Imprudently incurred costs get charged to shareholders, not customers. 

You might wonder:  How the heck did this happen?  Here’s the story that emerges from Eversource’s filing with the PUC.

Class III RECs involve the environmental attributes associated with generation using biomass (i.e., forestry junk) or methane (the stuff produced by landfills).  During the 2020 legislative session, the General Court passed a bill to raise the ACP – i.e., the price cap – for Class III RECs to $55.  July being REC buying season, Eversource made its purchases accordingly.

But then – oops! – Governor Sununu vetoed the bill on July 28, 2020.  The Legislature did not override the veto and, all of a sudden, Eversource had a bunch of Class III RECs on its hands that it bought for more than the ACP.  Specifically, $1.6 million more.

Eversource claims that it could not have anticipated this turn of events.  Baloney!  If Christopher Sununu has proven anything over his political career, going back to his days on the Executive Council, it is that he is skeptical about anything that looks like a subsidy for renewable energy.

Smelling defeat over this at the PUC, Eversource now threatens to stop buying RECs and, instead, require its wholesale electricity suppliers to do the buying.

That will drive up the already-escalating price of Default Energy Service as those suppliers will include an additional ‘risk premium’ to account for their exposure to the ups and downs of REC trading.  Alternatively, Eversource wants permission simply to make Alternative Compliance Payments in lieu of REC purchases and pass the cost along to customers.

“Eversource should not be required to continue an untenable practice that exposes it to risk without any offsetting benefit,” according to written testimony filed by Eversource wholesale energy wheeler-dealers James Daly, James Shuckerow, and Frederick White (all based out of state, by the way).

The idea that Eversource derives no benefit from buying and then reselling Default Energy Service – including the associated RECs — is also baloney.  Most household customers are still on Default Energy Service and keeping it that way perpetuates the company’s total dominance of the residential rate class.

Spread over most of Eversource’s residential customers in New Hampshire, $1.6 million is chump change.  But the principle is important.  Despite the New Hampshire Supreme Court’s infamous refusal to recognize it, the whole idea of electric industry restructuring (for which residential customers have paid hundreds of millions in stranded costs) was to transfer business risk from captive utility customers to profit-seeking utility shareholders.

It is always fashionable these days for policymakers involved with energy, myself among them, to proclaim an urgent need to keep rates as low as possible.  The next time you hear someone repeat that mantra, ask them where they stand on how much risk ratepayers should bear in the process.  Their answer will reveal how much they really have ratepayers’ best interests at heart.

Their constituents were without power for days in the middle of a pandemic, so lawmakers crafted legislation that they hope will prevent it from happening in the future by holding utility companies accountable.

Just how far the legislation goes was part of the debate Wednesday in the House chamber.

For the past two months, the co-chairs of the Energy and Technology Committee have been crafting legislation that they say will force utility companies to put ratepayers before shareholders. The legislation passed the House 136 to 4.

Rep. David Arconti, D-Danbury, the House co-chair of the committee, said the goal of the “Take Back Our Grid” bill is to deliver greater value to the ratepayers of Connecticut with higher standards for storm response and emission reductions.

“And if our utilities fall short, it gives our regulators the tools they need to penalize them,” Arconti said.

The bill will require utilities to pay customers $25 for each day power is out beyond 96 consecutive hours, and $250 for lost food and medicine if power is out over the same period of time.

The bill also will require utilities to provide the Public Utilities Regulatory Authority and the Energy and Technology Committee with a report about how it prepares and responds to storms by January 1.

Eversource Energy, one of the largest utilities in Connecticut, was widely criticized for a rate hike in July, followed by a slow response to Tropical Storm Isaias which hit on Aug. 4. Those incidents prompted several public hearings and have caused regulators to open a docket to investigate.

Rep. Doug Dubitsky, R-Chaplin, said, “Eversource is just too big. It’s too unaccountable. It’s a regulated utility so we’ve got regulators, but have they done anything to help solve this problem? There’s an awful lot of people in this state, an awful lot of people in my district who say, ‘No.’”

He said it’s up to the legislature to investigate and figure out how to solve the problem “and we need to investigate big ideas.”

Dubitsky said some people believe it would be good to break up Eversource. He said the legislature needs to study how it distributes electricity in this state.

“I also don’t think it would be a bad idea to break up Eversource,” Rep. Pat Wilson Pheanious said. “When you get that rich and you put your shareholders before the people who are paying your bills, maybe you don’t need to be in a hole, maybe you need to be smaller.”

She said she’s also glad Eversource won’t be able to “charge us as they are increasing their rates.”

Wilson Pheanious said she’s sad the legislation won’t compensate her constituents who lost food and medicine in August during Tropical Storm Isaias when the resulting power outage lasted longer than five days in some instances.

Some lawmakers wondered whether the bill would increase rates to their customers.

Arconti said he doesn’t believe that will be the result.

“We do not want to inflict any more pain to our constituents through increased rates,” Arconti said. “We want to increase the value of the utility that our constituents are already paying in their rates.”

Arconti said if the utilities underperform, PURA will have the tools to penalize them.

Rep. Craig Ackert, R-Coventry, said where Eversource failed in responding to Tropical Storm Isaias was in their communication with the towns and ratepayers.

He said they “utterly failed,” in communicating restoration times.

Arconti said regulators will be able to look at communication during storm events when they are assessing a utility’s performance.

He said some of the changes in the bill that give PURA more time to decide a case will have an impact. The time was extended from 180 days to 200 days.

Rep. Vincent Candelora, R-North Branford, said he suspects that a year or two from now they will be revisiting the legislation.

“I think it’s a step. I’m not sure how I would define it yet,” Candelora said.

He said he’s concerned about what impact the legislation will have on the electricity grid and the rates.

Why Eversource Customers Will Likely See A Higher Bill In April

BOSTON (CBS) — Eversource customers can expect to pay more on their electricity bill starting in April. The company sent a letter to customers saying that the average residential customer will see an increase of more than $5.

“We would like to inform you that the annual Revenue Decoupling Mechanism (RDM) Charge and Transmission Charge will be reflected in your bill on or after April 1,” the letter states. “Depending on your rate class, residential customers that use an average of 550 kWh monthly, will see an increase of about $5.52 on your April bill, or between 4% and 4.2%.  ”

Eversource said it postponed the charge from January to April because of the pandemic.

The annual RDM and Transmission charge covers maintenance and upgrades to Eversource’s transmission system and its energy efficiency programs.

“We know any rate increase is difficult — especially when people are using more energy working and studying from home,” Eversource said.

Just when you thought your heating bills couldn't go any higher, Eversource says you ain't seen nothing yet.

I think we can all agree that when you get your Eversource bill each month, it's like getting punched in the gut. Most of us do a double take at the cost and wonder how can it go any higher.

Well Eversource pretty much answered that question when they sent out a warning to their customers that our heating bills would be "higher then normal" this winter.

Right now, the amount most of us pay each month is no where near normal, so when they say higher then normal, just how high is high?

According to nbcconnecticut.com, the utility company did provide some insight saying that if your an Eversource customer, it is possible to see your bill increase by 14% or $30 dollars in the month of November, compared to what your average bill was during the same time last year. They also said they are expecting to see an increase with the December rate as well, and increased rates throughout the course of the heating season.

In what appeared to be a glimmer of hope, the company did say that the price can incrementally change throughout the season due to the rates being adjusted monthly, but if you read between the lines this can only mean one thing, spikes all winter long.

So aside from their now infamous delivery charge, what's causing the spike in rates?  In their statement to customers, an Eversource executive blamed supply constraints, extreme weather, and other challenges related to the pandemic that has been driving up natural gas prices around the globe, and asked customers to have options to better manage their energy consumption to help pay their energy bills.

In other words, you're pretty much on your own, and no matter what you do, you're still going to see a whopping high bill each month as we go through the colder winter season.

The company did offer options like some of the assistance programs available in the state including choices like UniteCT, and COVID-19 payment plans, but those options will only be available for a limited time. Terms of Service: New England Wind for Eversource (formerly "WMECO") customers

effective 8/1/2016

This Customer Agreement for WMECO Green Options  Service (“WGO”) (“Agreement”) is between Massachusetts Energy Consumers Alliance, Inc. (“Mass Energy”) and you, a customer who has selected Mass Energy as your WGO program administrator. Mass Energy is licensed by the Massachusetts Department of Public Utilities to administer the WGO program in Eversource servict territory that covers former Western Mass Electric Company (“WMECO”) service territory. These Terms of Service govern your participation in Mass Energy’s New England Wind. Please keep a copy for your records. From the time you receive this, you have three business days to change your mind about choosing New England Wind. What is New England Wind?

The New England Wind program supports renewable energy projects in New England through the purchase of renewable energy certificates (RECs) to match your electricity consumption. Specifically, 100% of your consumption supports new wind power sources in New England, Mass Energy will purchase renewable energy certificates using monies paid. Each of these certificates will signify one megawatt-hour of electricity generated by a renewable energy facility connected to the New England power grid. Mass Energy will retire these certificates to ensure that they are not used for other purposes. You will not be taking ownership of either RECs or any associated electricity. You will continue to receive a separate electricity bill from your utility and your payments to New England Wind will not be credited on your electricity bill.

How will I be billed?

Payments associated with New England Wind will be automatically included in your regular monthly electricity bill from Eversource. Payments for New England Wind are in addition to your current utility charges and do not in any way affect or replace your obligation to pay Eversource for the services it provides. This means that your total electricity service cost will include your New England Wind payments, as well as your Eversource retail delivery service and generation service charges. Payment of all charges, including those associated with New England Wind, are payable to Eversource. No interest will accrue on any arrears associated with New England Wind. The low-income guarantee will not apply to the provision of New England Wind.

Taxes: You must also pay all applicable federal, state and local taxes and charges.

How will my bill for New England Wind be calculated?

New England Wind is sold at a price of 3.8 cents per kilowatt-hour (“kWh”) . This price will be applied to 100% of your electricity usage.

For example, the average New England household uses about 600 kWh/month. The total cost of New England Wind for this household for one month would be calculated as follows: 600kWh x 3.8 cents = $22.80. Your total charges for New England Wind will vary from month to month according to your kWh usage.

What fuel sources will be used to generate New England Wind?

Please see the most recent Disclosure Statement at http://www.massenergy.org/renewable-energy/disclosurefor information on sources of New England Wind. All of New England Wind resources are located within New England. Unless notified otherwise, 100% of New England Wind will come from qualified “new” wind turbines. "New" renewables are generation facilities operating after December 31, 1997. However, Mass Energy is committed to bringing new renewable energy onto the grid, so many of the resources in the mix have been built recently or will be coming online soon. See www.massenergy.org/local-sources for a map of current and pending resources.

Will my electricity rates or resource mix change over time?

On a quarterly basis, Mass Energy will also provide you with a Disclosure Statement via our Currents newsletter, which documents the fuel source and resource mix of New England Wind. A full disclosure label, which includes information such as the price, emissions, and labor information on the renewable energy you have chosen is available quarterly, online at www.massenergy.org/renewable-energy/disclosure. The resource mix reported for New England Wind will be for the most recent four quarters for which data is available. The price and resource mix may change to reflect market conditions such as the availability of new resources. You will be notified in writing of any price increases, or if the percentage of “new” resources decreases below one-hundred percent (100%), thirty (30) days prior to any such change. If you do not wish to pay the new price or accept the new resource mix for New England Wind, you may terminate your participation by notifying Mass Energy at 1-800-287-3950 or by writing to the Mass Energy address listed at the beginning of these terms. 

The rates for your electricity services from Eversource are separate from New England Wind and may vary over time.  For more information on these charges, including current information about your utility services, please contact Eversource’s customer service department at 877-659-6326.

How will I know that I am participating in the New England Wind program? 

Once you have started New England Wind service, Eversource will itemize this service on your monthly bill. Mass Energy uses the Generation Information System, operated by the New England Power Pool, to purchase and retire renewable energy certificates from the sources indicated on the disclosure label on your behalf. This information is also subject to oversight by the Massachusetts Department of Public Utilities and the Attorney General's office. Each quarter, Mass Energy will provide a disclosure statement detailing the electricity sources and environmental characteristics associated with the electricity you used in the previous quarter. 

You will also receive periodic communications from Mass Energy, such as newsletters and emails.

Are my payments tax-deductible?

Yes – if you itemize your federal tax deductions! Mass Energy is a 501(c)(3) non-profit organization. Your participation in New England Wind allows you to make a tax-deductible contribution towards the development of renewable energy generating sources. Please note that the amount you will be able to deduct will be based upon what you actually pay for New England Wind during each calendar yearrather than what you are billed for New England Wind. You may track your payments at www.massenergy.org – click “Members Only” at the top right-hand corner. 

Each January, Mass Energy will send you a tax receipt detailing the total amount you paid toward New England Wind in the previous year.

Other payments to Eversource for electricity supply, transmission and distribution are not tax-deductible.

What is the term of this Agreement? How does this Agreement terminate? If I decide to terminate this Agreement, is there a fee?

As long as you have provided correct and complete information during the application process, and your generation service is provided by Eversource, participation in New England Wind should begin within one month of your enrollment. Participation in New England Wind will continue indefinitely, terminating only upon the first occurrence of any of the following events: you choose to receive generation service from a competitive supplier; you terminate participation by notifying Mass Energy by telephone at 1-800-287-3950, or in writing at the address for Mass Energy listed above; you terminate participation by notifying Eversource; you move out of the service territory of Eversource west, or move within the service territory of Eversource but do not update Mass Energy with your new account information; your distribution service is terminated by Eversource; the Department of Public Utilities (“DPU”) or a court of competent jurisdiction terminates the WGO program; or if Mass Energy, in its sole discretion, terminates your participation in the program for any reason.

You may decide to opt out of the New England Wind program at any time. There is no termination fee for discontinuing participation as a New England Wind customer. However, arrearages are expected to be paid in full. 

If you opt out of Mass Energy’s New England Wind program, you will continue your current status as an Eversource Basic Service customer.  If you decide to opt out of the program by contacting either Mass Energy or Eversource, the termination will become effective after the completion of your active monthly billing cycle (Note: at least 2 business days notice is needed before the start of your next billing cycle to put a cancellation into effect for that cycle; otherwise the cancellation will not go into effect until the billing cycle following it).

Are there any penalties for not paying my New England Wind?

It is the policy of Mass Energy that if you do not pay your New England Wind payments for two consecutive billing periods, Mass Energy, in its sole discretion, may terminate your participation in the New England Wind program. No additional penalties will apply. Mass Energy reserves the right, after 60 days, to refer any non-payment matter to an appropriate outside agency for collection.

What other fees apply?

You are not required to make any other payments as a condition for choosing to participate in this program. 

Are there any other contract details that I should be aware of?

Limits on Warranty and Damages:  You understand and agree that there are no warranties, either express or implied, associated with this offer or the WGO program sold hereunder. Mass Energy will bear no liability to the customer or any third party for consequential, punitive, incidental, special, or other indirect damages.

Assignment:  With the consent of WMECO, Mass Energy may assign this agreement to another supplier offering service through the WGO renewable energy program, should one become available. Mass Energy will provide you with thirty (30) days notice of any re-assignment. Any such assignment will not materially affect the terms and conditions of this Agreement.

Relationship with Eversource:   Mass Energy and Eversource are working together solely for the purpose of offering you the opportunity to participate in the WGO program. Mass Energy is not responsible for Eversource’s failure to deliver electric service to you, or otherwise meet its obligations to you, and in the case of a power outage or other service need, you should contact Eversource at 877-659-6326.

Entire Agreement:   This Agreement, including, the Disclosure Statement included in your welcome packet and available quarterly at massenergy.org/renewable-energy, constitutes the entire agreement between you and Mass Energy and supercedes all prior oral or written agreements or understandings relating to the provision of WGO service to you by Mass Energy.

Indemnification:  You agree that you will be responsible for all damages or expenses that are caused by your failure to comply with this Agreement, and that you will hold harmless Mass Energy and its representatives for any claims that result, either directly or indirectly, from your failure to fulfill your obligations under this Agreement. This means that you, and not Mass Energy, will be responsible for paying any claims or damages that are caused by any failure of yours to comply with this Agreement.

Notices:  All communications required under this Agreement will be sent to you at the address on your Eversource electric bill unless you have specified a different mailing address to Mass Energy. All communications you send to Mass Energy must be sent to the address listed on page 1 of these terms, or to [email protected]

Dispute Resolution: To the extent that the DPU chooses to exercise jurisdiction, the provisions of 220 CMR 25.02(4) apply to this Agreement.  For more information on 220 CMR 25.02(4), go to

If the DPU declines to become involved in any disputes involving this Agreement, including any billing disputes, you and Mass Energy agree to first use your best efforts to resolve any dispute through informal negotiations. The period for informal negotiations will not exceed fourteen days from the time the dispute arises, unless agreed to in writing. A dispute will be considered to have arisen when you send Mass Energy a written notice identifying the basis of the dispute. If the dispute cannot be resolved by informal negotiations, you agree to submit the dispute to mediation. You may choose a mediator from a list of neutral and qualified mediators provided to you by Mass Energy. If you cannot agree to a listed mediator, the American Arbitration Association, Boston, Massachusetts, will appoint a mediator. Once the mediator is appointed, the time of the mediation will not exceed sixty days, unless agreed to in writing. You and Mass Energy will each pay your own costs of the mediation. If mediation does not resolve the dispute, you or Mass Energy may file a lawsuit in any court having jurisdiction located in Suffolk County (Boston). You agree that any disputes under this Agreement will be governed by the laws of the Commonwealth of Massachusetts.

Eversource Alerts Customers COVID-19 Payment Plan Enrollment is Extended to May 20 as Part of Connecticut’s State eversource one time bill pay Emergency

Customers urged to sign up for available assistance and protection programs

BERLIN, Conn. (May 3, 2021) – With Connecticut’s state of emergency in response to the COVID-19 pandemic extended to May 20, Eversource is alerting customers that enrollment in the COVID-19 Payment Program is automatically extended as well.  The energy company is encouraging customers to enroll in one of its payment plans or assistance programs if they need help with their energy bill. Both residential and non-residential customers are eligible for payment arrangements at this time and are encouraged to call the energy company at 800-286-2828 to learn more. Any residential customers experiencing difficulty paying their utility bill should contact Eversource for guidance on special financial assistance programs and protections that may be available to them. Any customers ineligible for financial assistance programs, including both residential and non-residential customers, are eligible for the COVID-19 Payment Program.

“Since the state of emergency has been extended another month, there is additional time for customers to take advantage of the special COVID-19 payment plan that can help, especially if customers are having a tough time paying their energy bill” said Eversource Vice President of Customer Operations Jess Cain. “We want to help customers during these challenging times and participating in a payment plan not only arranges affordable monthly payments for them, it also protects them from service disconnection once they resume.”

If a customer that has a past due balance of $240 enrolls in the COVID-19 Payment Program plan, they would pay their current bill, plus $10 each month for 24 months until their balance is eliminated. Eversource continues to encourage customers to reach out now, and not wait until the deadline, so a company representative can help them determine which of the flexible payment plans or special programs would be the most helpful to them.

Customers who’ve never needed assistance previously may not realize they qualify for protection from service disconnection and may also be eligible for other programs to reduce past due balances.  For example, a household of five with an annual income of ~$84 thousand dollars meets the income-eligibility requirements. Eversource encourages all customers to contact the energy company at the number above or to check their eligibility on the state income-eligibility matrix - and find citicard business sign in if one of the energy company’s programs below could be beneficial to them.


Important Dates:

  • Enrollment for the COVID-19 Payment Program for non-residential and residential customers is open until May 20,2021.

COVID-19 Payment Plan:

  • Available to allen edmonds black park avenue customer, residential and business, requesting financial assistance, without demonstrating financial need;
  • Requires no initial down payment;
  • Can be up to 24 months;
  • Any late payment fees or interest is waived in the calculation of the monthly payment amount;
  • Any customer enrolled in a COVID-19 Payment Program who is current with their payment terms cannot be disconnected even once service disconnections resume.  

New Start Program:

  • Customers can reduce or eliminate their outstanding balance in as little as 12 months when they make on-time monthly payments and Eversource will make up the difference.


Matching Payment Program:

  • Customers who heat their home with electricity or natural gas can get help paying their energy bill. Customers apply for the Connecticut Energy Assistance Program (CEAP) and set up an affordable monthly payment arrangement with Eversource. Customers receiving certain government benefits are eligible for payments as low as $50 per month. For every dollar a customer pays toward their bill by the agreed-upon time each month, a dollar will be credited to their past-due amount, down to a zero balance.

  • Payment assistance to qualified households that are financially eversource one time bill pay by the COVID-19 pandemic and is specifically designed to help tenants who have fallen behind with rent and utility bills to stay in their homes.
  • Provides eligible renters up to $1,500 to help with past due electric expenses and up to $10,000 for past or future rent expenses.

Eversource reminds customers to take advantage of its #1-ranked energy efficiency solutions to help reduce their energy costs. There are many energy efficiency options available to customers, including the Home Energy Solutions home energy improvement service as well as generous energy efficiency rebates and incentives. The energy company is also making it possible for customers to monitor their energy use with the Kill A Watt electricity usage meter which shows how much power is being used by most home devices. Eversource Makes Boo-Boo; Wants Customers to Pay

Eversource threatened to take its toys and go home the other day.  Its reason says a lot about the central issue confronting New Hampshire’s captive utility customers as mobile homes for sale in naples florida head into a winter of soaring energy prices.

If you dislike the state’s largest utility, don’t get your hopes up.  The region’s electricity and natural gas behemoth can’t just pull up stakes and leave the Granite State and shows no interest in doing so.

Rather, it’s one particular game that Eversource is threatening to quit:  the state’s Renewable Portfolio Standard (RPS).  Why?  Because in this realm, as in every other aspect of electric service these days, Eversource thinks its customers rather than its shareholders should shoulder the risk that things will go bad.

Maybe you’d prefer to file the RPS under “energy nerd trivia.”

But consider that the RPS – which requires sellers of retail electricity to obtain some of that energy from renewable sources – is one of only two energy policy initiatives (the other being our participation in the Regional Greenhouse Gas Initiative) that commits our electric industry to addressing the effects of climate change.  Every other New England state has enshrined a carbon reduction goal in its statutes.

The RPS is indeed a bit nerdy.  Retail suppliers of electricity don’t actually have to buy renewable energy.  Rather, they are required to purchase a certain amount of RECs – Renewable Energy Credits.

Those RECs come in four different flavors, each representing a different type of renewable energy.  Buying a REC conveys the renewable attributes of that energy – the green bragging phoenix hud homes for sale, if you will.  The idea is that, for reasons of economic bank of southern california login, the electric companies can buy their energy from wherever it’s cheapest and add the ‘renewable’ part separately.

In other words, for example, the electricity coming through your sockets may well have the Seabrook nuclear power plant or, occasionally, the coal plant in Bow as its chief source.  But that’s okay because your electric supplier is buying RECs produced at the wind farm in Antrim – or, for that matter, elsewhere in New England.

Eversource must buy RECs because it sells Default Energy Service – the energy you use if you are an Eversource eversource one time bill pay who has not chosen a non-utility supplier.  Recall that another electric utility, Unitil, more than doubled the price of its Default Energy Service, effective December 1, to 17.5 cents per kilowatt-hour.  Expect Eversource to do something similar when it submits a Default Energy Service proposal in December for where do i vote boone county mo in February.

Ditto for Liberty, which will make it a Default Energy Service rate-shock trifecta.  The reason is that natural gas prices have gone haywire, and those prices drive the cost of producing electricity in New England.

Right now, all three of our investor-owned electric utilities get their Default Energy Service the same way – they seek bids from wholesale suppliers every six months.  But the utilities acquire us bank reliacard number on back of card RECs themselves.  That’s the game Eversource is threatening to quit.

When the Legislature created the RPS 14 years ago, it was concerned that the market price of RECs could get too high.  So, for each category of REC, the Legislature established an Alternative Compliance Payment (ACP) – a sum of money that can be paid to the state’s renewable energy fund in lieu of a required REC purchase.

The intent, logically enough, was for the ACP to function as a cap on the price of RECs.

How do I know this, even though “price cap” is nowhere found in the legislation?  Because I was general counsel of the Public Utilities Commission (PUC) in 2007 and, to quote John Bolton quoting Lin-Manuel Miranda, I was in the room where it happened.

Now it turns out that, last year, Eversource made a $1.6 million boo-boo.  The company bought a bunch of Class III RECs above the price cap set by the ACP.

The utility wants the blessing of the Public Utilities Commission to recover that $1.6 milliion from ratepayers nevertheless.  The state’s new Department of Energy objects, correctly describing those purchases as “per se imprudent.”


Imprudence is a no-no for public utilities.  Imprudently incurred costs get charged to shareholders, not customers. 

You might wonder:  How the heck did this happen?  Here’s the story that emerges from Eversource’s filing with the PUC.

Class III RECs involve the environmental attributes associated with generation using biomass (i.e., forestry junk) or methane (the stuff produced by landfills).  During the 2020 legislative session, the General Court passed a bill to raise the ACP – i.e., the price cap – for Class III RECs to $55.  July being REC buying season, Eversource made its purchases accordingly.

But then – oops! – Governor Sununu vetoed the bill on July 28, 2020.  The Legislature did not override the veto and, all of a sudden, Eversource had a bunch of Class III RECs on its hands that it bought for more than the ACP.  Specifically, $1.6 million more.

Eversource claims that it could not have anticipated this turn of events.  Baloney!  If Christopher Sununu has proven anything over his political career, going back to his days on the Executive Council, it is that he is skeptical about anything that looks like a subsidy for renewable energy.

Smelling defeat over this at the PUC, Eversource now threatens to stop buying RECs and, instead, require its wholesale electricity suppliers to do the buying.

That will drive up the already-escalating price of Default Energy Service as those suppliers will include an additional ‘risk premium’ to account for their exposure to the ups and downs of REC trading.  Alternatively, Eversource wants permission simply to make Alternative Compliance Payments in lieu of REC purchases and pass the cost along to customers.

“Eversource should not be required to continue an untenable practice that exposes it to risk without any offsetting benefit,” according to written testimony filed by Eversource wholesale energy wheeler-dealers James Daly, James Shuckerow, and Frederick White eversource one time bill pay based out of state, by the way).

The idea that Eversource derives no benefit from visa login canada and then reselling Default Energy Service – including the associated RECs — is also baloney.  Most household customers are still on Default Energy Service and keeping it that way perpetuates the company’s total dominance of the residential rate class.

Spread over most of Eversource’s residential customers in New Hampshire, $1.6 million is chump change.  But the principle is important.  Despite the New Hampshire Supreme Court’s infamous refusal to recognize it, the whole idea of electric industry restructuring (for which residential customers have paid hundreds of millions in stranded costs) was to transfer business risk from captive utility customers to profit-seeking utility shareholders.

It is always fashionable these days for policymakers involved with energy, myself among them, to proclaim an urgent need to keep rates as low as possible.  The next time you hear someone repeat that mantra, ask them where they stand on how much risk ratepayers should bear in the process.  Their answer will reveal how much they really have ratepayers’ best interests at heart.

Why Eversource Customers Will Likely See A Higher Bill In April

BOSTON (CBS) — Eversource customers can expect to pay more on their electricity bill starting in April. The company sent a letter to customers saying that the average residential customer will see an increase of more than $5.

“We would like to inform you that the annual Revenue Decoupling Mechanism (RDM) Charge and Transmission Charge will be reflected in your bill on or after April 1,” the letter states. “Depending on your rate class, residential customers that use an average of 550 kWh monthly, will see an increase of about $5.52 on your April bill, or between 4% and 4.2%.  ”

Eversource said it postponed the charge from January to April because of the pandemic.

The annual RDM and Transmission charge covers maintenance and upgrades to Eversource’s transmission system and its energy efficiency programs.

“We know any rate increase is difficult — especially when people are using more energy working and studying from home,” Eversource said.

Their constituents were without power for days in the middle of a pandemic, so lawmakers crafted legislation that they hope will prevent it from happening in the future by holding utility companies accountable.

Just how far the legislation goes was part of the debate Wednesday in the House chamber.

For the past two months, the co-chairs of the Energy and Technology Committee have been crafting legislation that they say will force utility companies to put ratepayers before shareholders. The legislation passed the House 136 to 4.

Rep. David Arconti, D-Danbury, the House co-chair of the committee, said the goal of the “Take Back Our Grid” bill is to deliver greater value to the ratepayers of Connecticut with higher standards for storm response and emission reductions.

“And if our utilities fall short, it gives our regulators the tools they need to penalize them,” Arconti said.

The bill will require utilities to pay customers $25 for each day power is out beyond 96 consecutive hours, and $250 for lost food and medicine if power is out over the same period of time.

The bill also will require utilities to provide the Public Utilities Regulatory Authority and the Energy and Technology Committee with a report about how it prepares and responds to storms by January 1.

Eversource Energy, one of the largest utilities in Connecticut, was widely criticized for a rate hike in July, followed by a slow response to Tropical Storm Isaias which hit on Aug. 4. Those incidents prompted several public hearings and have caused regulators to open a docket to investigate.

Rep. M facebook login sign in Dubitsky, R-Chaplin, said, “Eversource is just too big. It’s too unaccountable. It’s a regulated utility so we’ve got regulators, but have they done anything to help solve this problem? There’s an awful lot of people in this state, an awful lot of people in car insurance companies in usa district who say, ‘No.’”

He said it’s up to the legislature to investigate and figure out how to solve the problem “and we need to investigate big ideas.”

Dubitsky said some people believe it would be good to break up Eversource. He said the legislature needs to study how it distributes electricity in this state.

“I also don’t think it would be a bad idea to break up Eversource,” Rep. Pat Wilson Pheanious said. “When you get that rich and you put your shareholders before the people who are paying your bills, maybe you don’t need to be in a hole, maybe you need to be smaller.”

She said she’s also glad Eversource won’t be able to “charge us as they are increasing their rates.”

Wilson Pheanious said she’s sad the legislation won’t compensate her constituents who lost food and medicine in August during Tropical Storm Isaias when the resulting power outage lasted longer than five days in some instances.

Some lawmakers wondered whether the bill would increase rates to their customers.

Arconti said he doesn’t believe that will be the result.

“We do not want to inflict any more pain to our constituents through increased rates,” Arconti said. “We want to increase the value of the utility that our constituents are already paying in their rates.”

Arconti said if the utilities underperform, PURA will have the tools to penalize them.

Rep. Craig Ackert, R-Coventry, said where Eversource failed in responding to Tropical Storm Isaias was in their communication with the towns and ratepayers.

He said they “utterly failed,” in communicating restoration times.

Arconti said regulators will be able to look at communication during storm events when they are assessing a utility’s performance.

He said some of the changes in the bill that give PURA more time to decide a case will have an impact. The time was extended from 180 days to 200 days.

Rep. Vincent Candelora, R-North Branford, said he suspects that a year or two from now they will be revisiting the legislation.

“I think it’s a step. I’m not sure how I would define it yet,” Candelora said.

He said he’s concerned about what impact the legislation will have on the electricity grid and the rates.
