The Beginning by, Me.

When I finally received my I-Phone, it was time to try banking on line. I downloaded this app & began a totally new adventure. As time provides, I’ve been slowly delving into what I thought would be an amazing experience where banking and bill pay would become easily completed with minimal effort. Wrong, not entirely true. At this point I am frustrated. To simply pay my bills every month, without fumbles, less stress and time, I find out from ALL options, I’m not able to do online banking to pay aforementioned bills because I don’t have the necessary accounts available to do so. I have checking, savings and a fairly healthy CD.....I wonder, why can’t I bank online? Why does it say I’m unable to use this app for online banking because I haven’t the accounts to do so? Huh? What? I’m so confused! I can’t locate the forms I need either....I want to be sure when I pass, my daughter receives all my monies from these “Appropriately Established” accounts! I’ve called 3 times to have the forms mailed to me...to no avail and I’m unable to pay my bills online. I’m disabled, hooked up to oxygen, unable to go into the bank as I mentioned when I called. I was told to open online banking that that would help me handle everything from home. If I figure it out one day, you’ll receive the 5th star. Take care my friend.

New ‘Bill Pay’ is Horrible

The new Bill Pay section is poorly designed trash that has ruined the app experience. Not only is it ugly, it does a poor job of visually integrating with the rest of the app. Clunky and unintuitive, to now make an online payment you must sift through multiple screens, making multiple clicks—all of which is very confusing to the consumer. You now also have to manually assign a “pay by” date to complete the process which is terribly annoying. (The default should be set similar to the pre-updated version that automatically sets the earliest possible date for you. But, still allow a user to manually set their own “pay by” date if needed.) Overall, the former Bill Pay was MUCH easier to utilize and MUCH nicer to look at.

To add to the problems, we no longer have the ability to delete old “Pay To” accounts from within the app the way we could previously. Another oversight.

BOA has definitely taken steps backwards with this update. If I had to guess, budget cuts forced BOA to begin implementing new app updates via internal junior-level design team, rather than outsourcing to a professional UI/UX firm. As a result, this update has a “beta” feel displaying poor form, function and usability. Really embarrassing for a big bank.

Auto payment

Your auto payment feature is unacceptable. For some accounts you do not allow payment of statement balance or minimum payment amount which makes it impossible to automatically pay each month to avoid a late payment. You actually require a dollar amount and that can result in an overpayment which we then have to request to be refunded. That did happen to me. So I shut it off and as a result I was charged a late payment for being a few days late paying because I could not access my account to pay an unexpected charge that went through the account. Which leads to my next complaint about the website.

I could not remember my password and therefore could not get a reset as I did not have my credit card available. Instead of allowing reset like other credit card companies by answering chosen questions, you make us enter the account number which I did not have because I could not access my statements which are delivered online. Since I did not have my card with me, I had to call in... having to try to call back multiple times as your lines are very busy. By the time I was able to get a person on the phone, I was 3 or 4 days late paying and you had charged me a late payment. I always pay on time. You have years of history with me paying on time, yet your customer service refused to refund the charge even though I have years of history paying on time and only was late because I could not get into the account.

With the exception of legal emancipation, U.S. law prohibits children under age 18 from having sole ownership of deposit accounts, such as checking and savings accounts. However, most U.S. banks and credit unions allow children to hold deposit accounts together with a parent.

True minor-friendly bank accounts come in two forms with very different characteristics and permissions: joint accounts and custodial accounts. A third minor-friendly account type, the reloadable prepaid debit card, is often used as a first step for parents unsure about opening a kids’ bank account right away.

Joint Bank Accounts

If you’re married or in a committed relationship, you may hold one or more joint financial accounts with your spouse or partner. The same idea applies to accounts held jointly with minor children; both you and your child can make deposits and withdraw funds as you see fit.

Parents can exercise considerable control over accounts held jointly with children. When your kid is too young to work legally, you’re likely to be the sole or principal source of their funds. If you want to set a strict weekly or monthly spending limit for them, simply fund the account at the desired level and frequency.

Generally, joint deposit accounts are ideal for day-to-day expenses and short- to medium-term savings. Most checking accounts place few restrictions, if any, on deposit and withdrawal amounts and frequencies. Custodial Bank Accounts

Under the Uniform Gifts to Minors Act (UGMA) and Uniform Transfers to Minors Act (UTMA), parents or legal guardians may establish custodial accounts for the benefit of minor children without involving a trust fund or trustee. UGMA and UTMA permit a wide range of assets, but most banks limit custodial deposit accounts to cash only.

The minor holder of a custodial account is its owner and primary beneficiary. However, until the minor reaches the legal age of majority, the account’s custodian acts as its steward. A parent or legal guardian may serve as the custodian or designate an outsider — typically a financial institution or third-party financial advisor — to fill this role.

In either case, the custodian is a fiduciary, which means they may make disbursements from the account to cover qualifying, reasonable expenses but must manage the account in the minor’s best interests. Full control of the account and its contents must pass to the minor when they reach the age of majority.

Because a minor custodial account beneficiary can’t access their account’s funds without the custodian, custodial accounts are not appropriate for day-to-day use or short- or medium-term savings. They are suitable for long-term savings goals, such as higher education.

A bank account can help set a solid foundation for your financial life. Fortunately, a non-U.S. citizen can open a bank account in the U.S. However, they may need to come up with different identification than U.S. citizens who are trying to open a bank account.

Under the USA PATRIOT Act, banks, credit unions and some other financial institutions must check the identity of anyone who wants to open a bank account. Federal lawmakers imposed that requirement following Sept. 11, 2001 to combat the funding of terrorist activities. Foreign terrorists who carried out the 9/11 attacks used U.S. bank accounts to fund their mission.

When you apply to open a checking or savings account at a bank or credit union in the U.S., the financial institution will need to verify your name, date of birth, address and ID number. If you’re a non-U.S. citizen, ID requirements may not be identical to those for a U.S. citizen, though.

Keep in mind that a financial institution may let a non-U.S. citizen open an account, but not all banks extend that ability to a non-resident alien. For tax purposes, the IRS defines an alien as someone who is not a U.S. citizen or U.S. national. A non-resident alien has not passed the green card test or the “substantial presence” test.

Requirements for Opening a Bank Account

A bank or credit union’s general requirements to open an account may include:

  • Your contact information, such as name, address and phone number

For a primary ID, Bank of America wants one of the following:

  • Foreign passport with or without a visa.
  • U.S. non-immigrant visa and border crossing card.
  • Mexican, Guatemalan, Dominican or Colombian consular ID.
  • Canadian citizenship certificate card.

For a secondary ID, Bank of America asks for one of the following:

  • Foreign driver’s license (or U.S. driver’s license).
  • U.S.-issued work ID card or badge.
  • Debit or major credit card bearing a Visa or Mastercard logo.
  • Retail credit card from a nationally known company.
  • Major retail credit card from a nationally well-known company.
  • U.S. State Department ID.
  • Mexican voter registration card.

Some banks or credit unions may accept an alien registration number card from a non-U.S. citizen who’s trying to open an account. The seven- to nine-digit alien registration number can be found on various documents, such as a green card, from the U.S. Citizenship and Immigration Services.

How To Apply for an ITIN

Here are the steps for getting an ITIN:

  • Fill out a W-7 application form and submit it to the IRS along with your completed tax return. You don’t need to apply for an ITIN at an IRS location. However, you can file the application in person.
  • Submit original documents that verify your identity and your status as a foreigner. The IRS accepts 13 documents for this verification process.

Banks and Credit Unions That Accept Alternative IDs

Many large banks in the U.S. accept alternative IDs from a non-U.S. citizen trying to open an account. These include Bank of America, Chase, TD Bank, US Bank and Wells Fargo.

Some credit unions also accept alternative forms of ID. The more than 100 banks and credit unions affiliated with the BankOn platform, which helps low- to moderate-income people set up bank accounts, also may accept alternative IDs.

If you’re a non-U.S. citizen who can’t qualify for an account at a U.S. bank or credit union, you might consider these options:

  • Rely on a bank in your home country. Some foreign banks have relationships with U.S. banks. If your bank is one of them, it might be able to help you open an account at a U.S. bank.
  • Open an offshore account. This type of account, also known as an overseas account, is at a bank that’s not in your home country or in the country where you’re living. The income and deposit requirements for these accounts can be quite high, though.

The Beginning by, Me.

When I finally received my I-Phone, it was time to try banking on line. I downloaded this app & began a totally new adventure. As time provides, I’ve been slowly delving into what I thought would be an amazing experience where banking and bill pay would become easily completed with minimal effort. Wrong, not entirely true. At this point I am frustrated. To simply pay my bills every month, without fumbles, less stress and time, I find out from ALL options, I’m not able to do online banking to pay aforementioned bills because I don’t have the necessary accounts available to do so. I have checking, savings and a fairly healthy CD.....I wonder, why can’t I bank online? Why does it say I’m unable to use this app for online banking because I haven’t the accounts to do so? Huh? What? I’m so confused! I can’t locate the forms I need either....I want to be sure when I pass, my daughter receives all my monies from these “Appropriately Established” accounts! I’ve called 3 times to have the forms mailed to me...to no avail and I’m unable to pay my bills online. I’m disabled, hooked up to oxygen, unable to go into the bank as I mentioned when I called. I was told to open online banking that that would help me handle everything from home. If I figure it out one day, you’ll receive the 5th star. Take care my friend.

New ‘Bill Pay’ is Horrible

The new Bill Pay section is poorly designed trash that has ruined the app experience. Not only is it ugly, it does a poor job of visually integrating with the rest of the app. Clunky and unintuitive, to now make an online payment you must sift through multiple screens, making multiple clicks—all of which is very confusing to the consumer. You now also have to manually assign a “pay by” date to complete the process which is terribly annoying. (The default should be set similar to the pre-updated version that automatically sets the earliest possible date for you. But, still allow a user to manually set their own “pay by” date if needed.) Overall, the former Bill Pay was MUCH easier to utilize and MUCH nicer to look at.

To add to the problems, we no longer have the ability to delete old “Pay To” accounts from within the app the way we could previously. Another oversight.

BOA has definitely taken steps backwards with this update. If I had to guess, budget cuts forced BOA to begin implementing new app updates via internal junior-level design team, rather than outsourcing to a professional UI/UX firm. As a result, this update has a “beta” feel displaying poor form, function and usability. Really embarrassing for a big bank.

Auto payment

Your auto payment feature is unacceptable. For some accounts you do not allow payment of statement balance or minimum payment amount which makes it impossible to automatically pay each month to avoid a late payment. You actually require a dollar amount and that can result in an overpayment which we then have to request to be refunded. That did happen to me. So I shut it off and as a result I was charged a late payment for being a few days late paying because I could not access my account to pay an unexpected charge that went through the account. Which leads to my next complaint about the website.

I could not remember my password and therefore could not get a reset as I did not have my credit card available. Instead of allowing reset like other credit card companies by answering chosen questions, you make us enter the account number which I did not have because I could not access my statements which are delivered online. Since I did not have my card with me, I had to call in... having to try to call back multiple times as your lines are very busy. By the time I was able to get a person on the phone, I was 3 or 4 days late paying and you had charged me a late payment. I always pay on time. You have years of history with me paying on time, yet your customer service refused to refund the charge even though I have years of history paying on time and only was late because I could not get into the account.

How to Open a Bank Account Online

In a busy world, the ability to do things online is priceless. Fortunately, you can complete most banking tasks online—even opening your account, in many cases. That means you don’t need to make trips to a branch or print and sign paper forms. It's all handled digitally, and once your account is open, you can transfer funds and pay bills online.

What You Need to Open an Account

To open a bank account online, be prepared to provide personal information so the bank can verify your identity. You may also need to arrange for electronic deposits to your new online bank account. Gather the following items before you start the process:

Personal information: You need to tell the bank who you are and provide personal details about yourself. So be prepared to give:

  • Your Social Security number
  • Your date of birth
  • Any government-issued ID numbers (driver’s license, passport, U.S. military ID, etc.) with the issue and expiration dates

Contact information: Banks need your home address, phone number, and email address. Even though you’re operating in the virtual world, federal law requires you to provide a physical address—where you actually live—but you can also give a post office box or the equivalent as a mailing address.

Funding information: Banks often require an initial deposit to get your account opened; typically, it's from $25 to $100. To do that, you might be able to use your credit or debit card. Alternatively, you can provide routing and account numbers to create a link to another bank account.

Signatures and E-Signatures

With some banks, you’re done opening your account once you provide that information. You can sign any legal agreements with an e-signature and can start using the account almost immediately. Even many small credit unions and regional banks accept e-signatures. If you have an idea of where you’d like to bank, simply visit that institution’s website and look for an option to “Open an Account Now.”

Other banks let you begin your application online but eventually require an actual signature. In such situations, you typically get a "Welcome Kit" in the mail containing any required documents, including a formal signature card. Although the writing of paper checks is on the decline, these banks still like your file to contain an official signature to verify a check or debit card purchase in the event of a dispute.

If the bank needs your signature on paper, you may need to wait longer before using your account while the bank processes your paperwork.

If you need to use your new account quickly, call the bank and ask what the process is. You might be better off opening an account in person or going with a bank that lets you open an account entirely online.

Challenges Opening an Account Online

In some cases, you need to visit a branch or provide additional documentation to open an account. Some common reasons include:

“Thin” credit: Banks verify your identity as you open your account. One of the ways they do this is by checking your credit. (Yes, they check your credit even if you’re not borrowing money.) If you don’t have much of a credit history—because you’re young and haven’t borrowed enough to build credit, for example—they won’t find anything. As a result, they may require you visit a brick-and-mortar branch with a government-issued ID to open your account.

Under 18: People under the age of 18 cannot open bank accounts on their own. If you’re a minor and want a checking or savings account, there are bank accounts for people under 18, but you will need an adult co-signer on the account and might need to visit a branch in person.

If you’re having any difficulty, your best bet for getting an account opened online is to use an online-only bank, because they’ve been doing this for years.

Checking account history: If you have overdrawn checking accounts or have been suspected of fraud in the past—or shared an account with someone who has—you might not be able to open a new checking account online. Be sure to review your ChexSystems report for errors if you’re having a hard time getting an account. Again, you might have better luck at a branch.

Citizenship: It’s easiest to open accounts online if you’re a U.S. citizen. That doesn’t mean it’s impossible if you’re not a citizen, but a visit to the branch might be necessary. Some banks and credit card issuers might require a different process when you open accounts with an ITIN.

Entity accounts: Most banks with online account opening allow people to open an account. If you need an account for a business, trust, or other organization, some banks require you to head to the branch or submit account forms by mail. The ability to open these accounts online is increasingly available, but it’s still not a given.

To open a business account, you will need your employer identification number (EIN); your business formation documents, such as your articles of organization and operating agreement; and federal, state, and local business licenses and permits, if applicable.

How To Open A Bank Account As A Non-U.S. Citizen

A bank account can help set a solid foundation for your financial life. Fortunately, a non-U.S. citizen can open a bank account in the U.S. However, they may need to come up with different identification than U.S. citizens who are trying to open a bank account.

Under the USA PATRIOT Act, banks, credit unions and some other financial institutions must check the identity of anyone who wants to open a bank account. Federal lawmakers imposed that requirement following Sept. 11, 2001 to combat the funding of terrorist activities. Foreign terrorists who carried out the 9/11 attacks used U.S. bank accounts to fund their mission.

When you apply to open a checking or savings account at a bank or credit union in the U.S., the financial institution will need to verify your name, date of birth, address and ID number. If you’re a non-U.S. citizen, ID requirements may not be identical to those for a U.S. citizen, though.

Keep in mind that a financial institution may let a non-U.S. citizen open an account, but not all banks extend that ability to a non-resident alien. For tax purposes, the IRS defines an alien as someone who is not a U.S. citizen or U.S. national. A non-resident alien has not passed the green card test or the “substantial presence” test.

Requirements for Opening a Bank Account

A bank or credit union’s general requirements to open an account may include:

  • Your contact information, such as name, address and phone number
  • At least two forms of government-issued ID, such as a valid driver’s license or passport
  • Social Security number or Individual Taxpayer Identification Number (ITIN) (If you’re a non-citizen and don’t have a Social Security number, you’ll likely need to have an ITIN.)
  • Utility bill with current address
  • Cash deposit (normally $25 to $100)

Requirements may vary depending on the state or financial institution.

Whether you’re a U.S. citizen or non-U.S. citizen, you typically must be at least 18 years old to set up a checking or savings account and typically must have a U.S. address. It also is possible for an undocumented immigrant—a foreign-born person who has no legal right to be or remain in the U.S.—to open a bank account in the U.S. Key requirements include having an ITIN and a U.S. address.

In most cases, a non-U.S. citizen cannot open an account online. Instead, you’d need to visit a branch for a bank or credit union to open an account. Santander Bank, for example, accepts online applications only from U.S. residents or resident aliens who have a Social Security number or ITIN.

Alternatives for Identification

Banks and credit unions typically accept alternative forms of ID for non-U.S. residents.

For instance, if you don’t have a Social Security number, you may be able to obtain an ITIN that can be used to open an account. The Social Security Administration issues nine-digit Social Security numbers, while the IRS issues nine-digit individual ITINs. ITINs are available only to certain non-resident and resident aliens, their spouses and their dependents who can’t get a Social Security number.

Some financial institutions won’t accept an ITIN in place of a Social Security number.

Requirements for other types of ID from non-U.S. citizens can vary among banks and credit unions. Bank of America, for example, spells out these identification requirements.

For a primary ID, Bank of America wants one of the following:

  • Foreign passport with or without a visa.
  • U.S. non-immigrant visa and border crossing card.
  • Mexican, Guatemalan, Dominican or Colombian consular ID.
  • Canadian citizenship certificate card.

For a secondary ID, Bank of America asks for one of the following:

  • Foreign driver’s license (or U.S. driver’s license).
  • U.S.-issued work ID card or badge.
  • Debit or major credit card bearing a Visa or Mastercard logo.
  • Retail credit card from a nationally known company.
  • Major retail credit card from a nationally well-known company.
  • U.S. State Department ID.
  • Mexican voter registration card.

Some banks or credit unions may accept an alien registration number card from a non-U.S. citizen who’s trying to open an account. The seven- to nine-digit alien registration number can be found on various documents, such as a green card, from the U.S. Citizenship and Immigration Services.

How To Apply for an ITIN

Here are the steps for getting an ITIN:

  • Fill out a W-7 application form and submit it to the IRS along with your completed tax return. You don’t need to apply for an ITIN at an IRS location. However, you can file the application in person.
  • Submit original documents that verify your identity and your status as a foreigner. The IRS accepts 13 documents for this verification process.

Banks and Credit Unions That Accept Alternative IDs

Many large banks in the U.S. accept alternative IDs from a non-U.S. citizen trying to open an account. These include Bank of America, Chase, TD Bank, US Bank and Wells Fargo.

Some credit unions also accept alternative forms of ID. The more than 100 banks and credit unions affiliated with the BankOn platform, which helps low- to moderate-income people set up bank accounts, also may accept alternative IDs.

Alternative Accounts for Non-U.S. Citizens

If you’re a non-U.S. citizen who can’t qualify for an account at a U.S. bank or credit union, you might consider these options:

  • Rely on a bank in your home country. Some foreign banks have relationships with U.S. banks. If your bank is one of them, it might be able to help you open an account at a U.S. bank.
  • Open an offshore account. This type of account, also known as an overseas account, is at a bank that’s not in your home country or in the country where you’re living. The income and deposit requirements for these accounts can be quite high, though.

Benefits of Opening a Bank Account

Opening a bank account comes with a number of benefits. These may include:

  • Gaining financial security. Most checking and savings accounts are insured up to certain limits by the Federal Deposit Insurance Corp. (FDIC) or the National Credit Union Administration (NCUA).
  • Using debit cards. Many banks and credit unions offer debit cards to accountholders. With a debit card, you can withdraw money from an ATM, make an online purchase or pay for in-store purchase.
  • Getting access to direct deposit. This enables your paycheck to automatically go into your account.
  • Paying bills. You may be able to pay bills by check or online, rather than purchasing money orders to pay them.
  • Building a financial history. Putting better habits in place can help you borrow money to, for instance, buy a home or a car.
  • Boosting your chances of getting a loan. If you have an account at a bank or credit union, that financial institution may be more likely to lend money to you because you already have a relationship with them.
  • Avoiding fees. With your own bank account, you don’t have to depend on pricey check-cashing services.

Bottom Line

While it may require a bit more time and effort to open a U.S. bank account as a non-U.S. citizen, the benefits of doing so outweigh the steps required. It also will pay to shop around, as different banks have different practices and requirements for opening a first U.S. bank account.
