Coronavirus California: Map shows which counties can, can't reopen under reopening tiers

UPDATE, June 15, 12 p.m.: California has retired its color-coded county reopening tiers and entered a statewide reopening. There are no more state-mandated social distancing requirements nor capacity limits. The story and map below show counties' reopening statuses and restrictions as they last stood on June 14, 2021.

California is loosening its tier guidelines, which is allowing more counties to start opening up.

These changes come as the state considers how equitably vaccine distribution is going when deciding how much counties should be allowed to reopen. To put it simply, as California administers more vaccines to zip codes hardest hit by the pandemic, it will become a bit easier to for counties to move into less restrictive tiers.

The four tiers are yellow, orange, red and purple. Yellow indicates minimal COVID-19 spread and allows for nearly all businesses to reopen indoor operations (as long as physical distancing and face-covering requirements are in place). Purple means there is widespread COVID-19 transmission in the county. In the early stages of the four-tier system, pretty much all non-essential business had to close in the purple tier. These days, much more is allowed at limited capacity. (See below for details.)

Now that 4 million vaccine doses have been administered to those living in the "Vaccine Equity Quartile", a set of less strict metrics is being used to determine a county's tier status:
  • Widespread (purple): Counties with more than 10 daily new cases per 100,000 residents
  • Substantial (red): 6 to 10 daily new cases per 100,000 residents
  • Moderate (orange): 2 to 5.9 daily new cases per 100,000
  • Minimal (yellow): Less than 2 daily new cases per 100,000


Each color code has a different set of rules regarding what businesses are and aren't allowed to reopen, whether they can open indoors or outdoors, and at what capacity they can operate. Here's how it breaks down by category:

PURPLE


  • Hair salons: open indoors with modifications
  • Retail: open indoors at 25% capacity
  • Malls: open indoors at 25% capacity and food courts closed
  • Nail salons: open indoors with modifications
  • Electrolysis: open indoors with modifications
  • Personal care services (body waxing, etc.): open indoor with modifications
  • Tattooing and piercing: open indoors with modifications
  • Museums, zoos and aquariums: outdoor only
  • Places of worship: open indoors at 25% capacity
  • Movie theaters: outdoor only
  • Hotels: open with modifications
  • Gyms: outdoor only
  • Restaurants: outdoor only
  • Wineries, breweries and distilleries: outdoor only until 8 p.m.

  • Schools: can reopen for in-person instruction after five days out of the purple tier
  • Theme parks: can reopen at 35% capacity
  • Live performances: outdoor only at 67% capacity (allowed indoors at limited capacity starting April 15)

Sheriffs Office Says Community Warning System Functioned Properly During Richmond Fire

The Contra Costa County Sheriffs office say the Community Warning System worked as it was supposed to yesterday during a shelter in place in the City of Richmond.

The system came into question after Richmond Mayor was quoted by ABC7 saying:

“I literally couldn’t breathe,” said Richmond Mayor Tom Butt, who complained he was choking on the smoke long before he received an emergency alert on his cell phone. “This whole warning system thing is an absolute total joke. It’s been around now for about 25 years. It’s never worked, not one time.”

The mission of the Community Warning System (CWS) is to ensure the public gets emergency alerts as quickly and completely as possible once we receive the proper information from the requesting agency. CWS is not an internal notification system for a city or affected jurisdictions.

In regards to yesterday’s fire at a metal shop in Richmond, CWS received all of the necessary information from Richmond Fire for an alert at 5:55 PM. There was no request to activate the sirens. The first alert was sent at 6:08 PM through the Telephone Emergency Notification System (TENS), which includes phone, text, and email alerts. It is also posted on social media and websites.

As the fire continued to burn and produce smoke, and due to a shift in winds, the shelter-in-place needed to be expanded. CWS worked to get updates to additional shelter-in-place areas as they were requested by Richmond Fire and Contra Costa Hazardous Materials Program.

The second alert went out at 6:44 PM, the third alert went out at 7:57 PM, and the last one went out at 8:50 PM. These alerts went to expanded areas at the request of Richmond Fire and the Contra Costa Hazardous Materials Program.

After the situation became somewhat stabilized and it was believed no additional shelter-in-place areas would be needed, a comprehensive map was created that included all affected areas and was posted in on our website and Facebook page and sent directly to the media.

“In yesterday’s incident, the CWS worked as designed — alerts were sent once all the information was received from the requesting agency,” said Assistant Sheriff Mark Williams. “Mayor Butt’s statement that it took an hour to get out the first alert after receiving the necessary information from Richmond Fire is totally inaccurate, misleading, and presumptuous.”
